About rental housing

In accordance with Chapter 17 of the Housing Code of the Republic of Belarus, the Miory District Executive Committee offers rental housing for provision to citizens for a fee for temporary possession and use under a rental housing lease agreement.

On the Provision of Rental Housing to Citizens

The Miory District Executive Committee forms a rental housing fund from available (vacated) residential premises of the state housing fund for the purpose of providing them to citizens for a fee, for temporary possession and use under a rental housing lease agreement.

A citizen wishing to obtain rental housing, during the period when information about the availability of vacant residential premises from the rental housing fund is posted on the website, shall apply to the Miory District Executive Committee (Dzerzhinsky St., 17, 1st floor, right wing, office 38) to the sector for working with citizens' and legal entities' appeals. Reception hours: daily from 8:00 to 17:00 without a lunch break, on Saturdays from 9:00 to 12:00, Sunday is a day off. Please have your passport or other identification document with you.

Citizens who are registered as needing to improve their housing conditions, as well as those who are not registered, have the right to obtain rental housing.

The provision of rental housing is a form of improving citizens' housing conditions. Upon obtaining rental housing with a total area of fifteen square meters or more per person, and in the absence of other grounds for being registered as needing housing, citizens shall be removed from the list of those needing to improve their housing conditions (with the exception of citizens to whom such housing is provided for the period of labor (service) relations).

At the same time, citizens registered as needing to improve their housing conditions have a preferential right to obtain rental housing, in order of priority based on the date of their registration as needing to improve their housing conditions.

In the absence of applications from citizens registered as needing to improve their housing conditions, residential premises from the rental housing fund are provided to citizens not registered as such, in order of application receipt.

Article 111 of the Housing Code of the Republic of Belarus establishes a list of categories of citizens who have a priority right to be provided with rental housing due to the nature of their employment (service) relations, provided that they, as well as their family members to whom rental housing is provided jointly with the citizens, do not own (or have shares in common ownership of residential premises) and (or) do not possess and use other residential premises, with the exception of residential premises occupied by citizens under dormitory lease agreements, in the locality of their place of work (service):

  • judges, prosecutors, as well as civil servants according to the list of positions that grant the right to obtain rental housing, determined by the President of the Republic of Belarus;
  • young workers (employees), specialists who received education at the expense of the republican and (or) local budgets, who arrived by assignment, sent to work under a contract for targeted training of a specialist (worker, employee);
    • military personnel, privates and commanding officers undergoing military service (service) in the Ministry of Defense, the Ministry of Internal Affairs, the Investigative Committee, the State Committee of Forensic Examinations, bodies and units for emergency situations, the State Security Committee, the State Border Committee, the Security Service of the President of the Republic of Belarus, the Operational and Analytical Center under the President of the Republic of Belarus, the Committee of State Control, as well as in organizations that are part of their system or subordinate to them, with the exception of conscripts, cadets of educational institutions that train personnel in specialties (specialty directions, specializations) for the Armed Forces, other troops and military formations, the Investigative Committee, internal affairs bodies, bodies and units for emergency situations, financial investigation bodies of the Committee of State Control;
    • employees upon appointment to a position in case of their relocation from another locality, provided that there is no equivalent replacement among the employees in the given locality for the vacant position;
    • persons sent to work in organizations in accordance with an agreement on training a scientific worker of higher qualification at the expense of the republican budget or an agreement on training a scientific worker of higher qualification on a paid basis, scientists, teaching staff of higher education institutions and employees of cultural organizations;
    • sports coaches-teachers of specialized educational and sports institutions, secondary schools-Olympic reserve colleges;
    • coaches of the national teams of the Republic of Belarus in sports of Olympic training centers.

    A citizen with a priority right to be provided with rental housing and wishing to obtain such a dwelling shall indicate in the application information about the existence of an individual petition, and also attach a package of documents in accordance with the Resolution of the Council of Ministers of the Republic of Belarus dated December 31, 2014 No. 1297 "On the provision of rental housing".
