On the rules of excursion services

In the midst of the tourist season, the National Tourism Agency reminds about the rules for providing excursion services in the Republic of Belarus.

Only specialists certified by the state institution "National Tourism Agency" and holding relevant documents are allowed to conduct excursions in Belarus.

These requirements are regulated by:

The Law of the Republic of Belarus of November 11, 2021 No. 129-Z
"On Tourism" (https://mst.gov.by/ru/zakonodatelstvo/turizm/zakony.html);

The Regulation on the procedure and conditions for professional certification confirming the qualifications of guides and guide-interpreters, approved by the Resolution of the Council of Ministers of the Republic of Belarus of September 2, 2022 No. 582 (https://pravo.by/document/?guid=12551&p0=C22200582&p1=1&p5=0);

The Resolution of the Ministry of Sport and Tourism of the Republic of Belarus of July 4, 2023 No. 33 "On establishing professional
and ethical requirements for guides and guide-interpreters" (https://pravo.by/document/?guid=12551&p0=W22340219).

What does this mean? It means that only individuals who have prepared and passed professional certification confirming the qualifications of guides and interpreter-guides, through computer testing on knowledge of the history and geography of Belarus, political structure, linguistics, and excursion work methodology, and have also passed an oral interview on the chosen topic. The applicant must present control texts and technological maps of the excursions they intend to work on to the certification commission.

If the certification is successfully passed, the applicant receives a badge, a certificate, and a list of topics they have defended. The guide or interpreter-guide must have these attributes with them.

When contacting a travel company, it is necessary to clarify whether their guides and interpreter-guides are certified. Travel companies can only work with certified specialists. Foreign guides are not allowed to work on the territory of the Republic of Belarus.

A guide or interpreter-guide can be certified for 1 route, or for 10. They undergo separate certification for each of them. There are, however, exceptions.

On the territory of national parks, nature reserves, industrial enterprises, museum and memorial complexes, only their full-time or part-time employees can conduct excursions.

The National Register of Guides and Interpreter-Guides of the Republic of Belarus is publicly available on the website of the National Tourism Agency: https://www.belarustourism.by/guides/

We also remind you that the National Tourism Agency offers training courses for tour guides and interpreter guides. Anyone interested can undergo training and acquire the knowledge base necessary for preparing for certification: https://www.belarustourism.by/uslugi/?ELEMENT_ID=537
