On legislative changes

In order to improve the regulation of relations in the field of spa treatment and health improvement of the population, on November 2, 2023, the President of the Republic of Belarus signed Decree No. 343 "On Amendments to Decrees of the President of the Republic of Belarus" (hereinafter referred to as Decree No. 343), based on which amendments will be made to Decree No. 542. Decree No. 343 will come into force from January 1, 2024, and applies to relations that arose from the date of its entry into force.

Regarding changes in approaches to spa treatment and health improvement for individuals who independently pay mandatory insurance contributions for social insurance to the fund's budget, the following have been introduced:

the aforementioned persons are entitled to health resort treatment and recreation, provided that mandatory social insurance contributions to the fund's budget have been paid for at least 183 calendar days of the preceding calendar year or for the entire period from the date of registration as a payer of mandatory insurance contributions until the end of that year;

for the purposes of Decree No. 343, the average monthly monetary income of the aforementioned persons, for the 12 calendar months preceding the month of voucher issuance, is recognized as equal to the nominal accrued average wage of employees of the Republic of Belarus for the year before the last month relative to the month of voucher issuance;

unless otherwise provided by Decree No. 343, health resort treatment or recreation is provided to the aforementioned persons no more than once every four years;

in accordance with clause 7 of Decree No. 343, the aforementioned persons who are disabled persons of group I and II are entitled to priority free health resort treatment no more than once every two years.
