Department Goal:

  • providing citizens with consulting and informational, social rehabilitation services and granting state targeted social assistance.

Main Activities:

  • primary reception, identification of citizens' needs for social services, referral of citizens to the relevant departments of the center;
  • creation of a database of citizens who have applied to the center;
  • consulting citizens on issues of social assistance and social services;
  • informing the public about the services provided by the center, including through the media;
  • surveying the material and living conditions of veterans of the Great Patriotic War, victims of war consequences, lonely and living alone disabled citizens, disabled people of groups 1 and 2, internationalist soldiers in order to identify and account for the need for various types of social assistance;
  • formation of a database of low-income citizens of retirement age;
  • organization of "social points" work, "Hotline" telephone service for emergency citizen appeals to the center;
  • compilation of the "social passport of the district";
  • compilation and analysis of departmental reports on the activities of the department;
  • formation of a database of citizens (families) living in the service area and in need of social support;
  • provision, as a matter of urgency, of social services to citizens who have found themselves in a situation threatening their life and health (fires, floods, man-made disasters, thefts, and other situations requiring emergency assistance), victims of human trafficking, persons affected by violence, and terrorist acts.

Types of services provided:

provision of material assistance to needy elderly and disabled citizens from the funds of the Social Protection Fund of the Ministry of Labor and Social Protection of the Republic of Belarus (regulated by the Instruction approved by the Resolution of the Ministry of Social Protection of the Republic of Belarus dated August 3, 2001, No. 9);

provision of technical means of social rehabilitation to disabled persons, included in the State Register (list) of technical means of social rehabilitation, including the provision of monetary compensation for rehabilitation means purchased by citizens independently, in accordance with the Resolution of the Council of Ministers of the Republic of Belarus dated December 11, 2007, No. 1722 "On the State Register (List) of Technical Means of Social Rehabilitation, the Procedure and Conditions for Providing Them to Certain Categories of Citizens"

preparation of documents for citizens in need of placement in social boarding houses and rehabilitation (REGULATION on the procedure, features, and grounds for providing citizens with special residential premises of the state housing fund in social boarding houses, including children's ones, and supported living houses, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 24.09.2008, No. 1408);

carrying out administrative procedures for the acceptance, preparation for consideration of applications from interested persons and the issuance of administrative decisions:

2.33.1. Making a decision on granting (refusing to grant) state targeted social assistance in the form of monthly and (or) one-time social benefits;

2.33.2. Making a decision on granting (refusing to grant) state targeted social assistance in the form of a social benefit to reimburse the costs of purchasing diapers (absorbent pants), absorbent sheets (diapers), urological pads (liners);

2.33.4. Making a decision on granting (refusing to grant) state targeted social assistance in the form of providing food products for children under the age of two.

Issues of providing state targeted social assistance in the Republic of Belarus are regulated by the Decree of the President of the Republic of Belarus of January 19, 2012 No. 41 "On State Targeted Social Assistance".
