Objective of the Department:

  • providing citizens, families with children in difficult life situations, persons from among orphans and children left without parental care, persons suffering from psychoactive substance addiction syndrome, persons released from places of deprivation of liberty, persons who have ceased to be in therapeutic and labor dispensaries, with consulting and informational, social intermediary, social rehabilitation services, provision of humanitarian aid, rehabilitation equipment from the rental point, as well as providing social patronage services and temporary shelter services in a "crisis" room, expanding social connections, organizing leisure activities, adapting to living conditions and labor activities, determining optimal ways to organize independent life activities outside of inpatient institutions and further support for persons from among orphans and children left without parental care;
  • assisting elderly citizens who have retained (fully or partially) the ability to self-care and move around, in expanding social connections, maintaining active longevity in day care settings.

Main Activities:

  • identifying the needs and wishes of persons from among orphans and children left without parental care, comprehensive provision of social services in accordance with the individual rehabilitation program;
  • identification and differentiated accounting of relevant categories of citizens (families);
  • assistance in social adaptation and rehabilitation of citizens in difficult life situations by involving them in various forms of social life, creative and club activities, sports and health events, creating self-help groups;
  • participation within the scope of competence in the social patronage of citizens (families) in difficult life situations;
  • providing psychological assistance to citizens in overcoming intrapersonal, interpersonal and family conflicts;
  • attracting volunteers to provide social services;
  • providing citizens in difficult life situations with clothing, footwear, technical means of social rehabilitation, and other essential items;
  • providing comprehensive assistance to persons suffering from psychoactive substance addiction, persons released from places of deprivation of liberty, persons who have ceased to be in therapeutic and labor prophylaxis facilities;
  • preparing documents for awarding large families with state awards;
  • supporting an active lifestyle by organizing club and hobby group activities, helping the elderly to develop their potential, overcome age-related challenges in society, improve their health, and discover new life opportunities;
  • organizing work with elderly citizens to maintain active longevity;
  • organizing work with elderly citizens on dementia prevention;
  • assisting the elderly in overcoming loneliness, creating conditions for exiting social isolation, filling life with new meaning, partially lost due to retirement;
  • creating conditions for communication and the development of creative potential;
  • providing opportunities to receive up-to-date information in various areas of life;
  • developing useful social skills, spiritual, and socio-cultural needs.
  • maintaining and developing labor skills and abilities in hobby groups;
  • awakening new interests;
  • creating and providing work for self-help and mutual aid groups.

Provided Social Services

The activities of the department are regulated by the Resolution of the Ministry of Labor and Social Protection of the Republic of Belarus dated 26.01.2013 No. 11 "On the Provision of Social Services", the List of Social Services Provided by State Social Service Institutions, with norms and standards for ensuring citizens with these services, approved by the Resolution of the Council of Ministers of the Republic of Belarus dated 27.12.2012 No. 1218 "On Certain Issues of Providing Social Services".

Services are provided

  • Free of charge in the semi-stationary social service format to incapacitated citizens (disabled persons of group 1 or 2, unemployed citizens aged 60 and older, who have reached the generally established retirement age and are eligible for a state pension;
  • On the terms of partial payment (60 percent of the tariff for social services), territorial centers provide in the semi-stationary social service format: to single unemployed citizens aged 60 and older, who have reached the generally established retirement age and are eligible for a state pension, whose per capita income does not exceed 200 percent of the officially approved subsistence minimum per capita;
  • On the terms of full payment in the semi-stationary social service format are provided to unemployed citizens aged 60 and older, who have reached the generally established retirement age and are eligible for a state pension, with the exception of the citizens mentioned above.

By the decision of the Vitebsk Regional Executive Committee dated 19.09.2024 No. 591, a fixed tariff for social services provided by territorial centers for social services to the population has been established – 0.77 Belarusian rubles per hour (excluding caregiver services, daytime care in the home social service format).

To conclude an agreement for the provision of social services in the form of semi-stationary social services, citizens must provide the following documents:

-identity document;

-a document of the established sample on the right to benefits (disability certificate, Great Patriotic War veteran certificate, etc.) for citizens belonging to the category of beneficiaries;

-written application;

-a medical certificate of health status, containing information on the presence of medical indications and (or) absence of medical contraindications for the provision of social services in the form of semi-stationary social services, indicating the functional class according to the list of medical indications and medical contraindications for the provision of social services in social service institutions, approved by the resolution of the Ministry of Labor and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus dated 10.01.2013 No. 3/4 (as amended by the resolution of the Ministry of Labor and Social Protection of the Republic of Belarus and the Ministry of Health of the Republic of Belarus dated 26.06.2019 No. 29/66).

Supported Living Services

Volunteer direction:

  • providing active and creative individuals with the opportunity to organize club and group activities at the Center on a gratuitous basis;
  • voluntary assistance and support provided by citizens attending the department (taking into account their health status and under the supervision of department specialists) to those in need, organization of charity, participation in socially significant projects.

Preventive Work

Social advertising "Stop..." - production and distribution of brochures, booklets, leaflets aimed at preventing bad habits, promoting a healthy lifestyle, preventing suicides, domestic violence, etc.

1. Rental of technical means of social rehabilitation (wheelchairs, walkers, crutches) on a gratuitous basis.

To conclude an agreement, citizens must provide documents

  • identity document;
  • a document of the established sample on the right to benefits (disability certificate, Great Patriotic War veteran certificate, etc.) for citizens belonging to the category of beneficiaries;
  • conclusion of the medical-consulting commission (MCC) or the individual rehabilitation program for disabled persons (IRPD) – for disabled persons of group 1 or 2;
  • medical certificate of health status (with the exception of group 1 disabled persons).

2. Provision of humanitarian aid to citizens in difficult life situations

To provide needy citizens with clothing, footwear, and humanitarian aid, the "Miloserdie" (Mercy) salon operates at the department; the "From Hand to Hand" campaign is organized on the basis of the salon.

To receive humanitarian aid, citizens must present documents

  • identity document;
  • a document of the established sample granting the right to benefits (disability certificate, certificate for a large family, pension certificate, documents confirming the status of a single-parent family, etc.)
  • information on the income of each able-bodied family member for the month preceding the month of application.

3. Provision of temporary shelter services in a "crisis room"

Citizens of the following categories can apply for the service

  • persons who have suffered from domestic violence;
  • persons who have suffered from natural and man-made emergencies;
  • victims of human trafficking;
  • orphans and children left without parental care
