Information on violations of property preservation legislation identified by the Miory District Prosecutor's Office during supervisory activities

As a result of supervisory measures carried out by the prosecutor's office of the Miory district, it was established that violations of veterinary and sanitary norms and rules continue to be allowed in certain enterprises of the agro-industrial complex of the district, which collectively are the direct cause of unproductive cattle loss.

Thus, according to the results of the analysis of reproduction and unproductive loss of agricultural animals in the Miory district, the cattle population (hereinafter referred to as cattle) as of March 1, 2023, decreased by 1,194 heads or by 3.8%, with the largest reduction in the cattle population observed in OJSC "Pod'eltsy" - by 521 heads or 19.4%, in OJSC "Nikolaevsky" - by 380 heads or 12.9%, in OJSC "Papshuli" - by 157 heads or 7.6%.

As the results of the supervisory measures showed, the reasons for the decrease in the cattle population in most cases were violations of organizational and technological requirements in milk production at industrial-type dairy complexes and veterinary and sanitary rules, which are allowed due to the lack of control by the administrations of agro-industrial complex enterprises over the observance of labor and performance discipline by subordinate employees.

At the same time, it should be noted that in most cases, the direct causes of cattle death are violations of feeding and maintenance regimes, as well as feeding of low-quality feed, since a significant number of heads died as a result of gastrointestinal diseases, as well as bronchopneumonia.

The district prosecutor's office has repeatedly drawn the attention of the heads of agricultural enterprises to the violations of technological requirements and veterinary and sanitary rules, labor and production discipline committed by enterprise employees, in connection with which, in 2022, 33 acts of prosecutorial response were submitted to the heads of agricultural enterprises, based on the results of which 69 managers and employees of enterprises were brought to disciplinary responsibility.

At the same time, the heads of agricultural enterprises have not taken comprehensive measures aimed at eliminating and preventing in the future the violations of legislation noted in the acts of prosecutorial response, and the strict observance of organizational and technological requirements in the production of milk at industrial-type dairy complexes has not been ensured.

Thus, during supervisory measures, it was established that at certain livestock facilities, cases of unsanitary conditions and non-compliance with feed storage regulations still occur, resulting in the feeding of low-quality and unsafe feed, and as a result, these violations lead to a significant increase in livestock mortality.

The study of livestock keeping conditions showed that bedding material is not always replaced in a timely manner, and two calves are still kept in the same pen, which in turn contributes to the spread of infectious diseases.
