About the "Artists"...

Since August 2020, the Miory District Department of the Investigative Committee has initiated 5 criminal cases related to protest actions. All criminal cases have been initiated based on property damage – both to citizens and legal entities. As a rule, property damage has been expressed in the application of inscriptions or graphic images on buildings or fences of territories. Depending on the semantic content of the inscriptions and images, the ownership of the damaged property, as well as other circumstances, the actions of the perpetrators are qualified either under Article 341 of the Criminal Code of the Republic of Belarus (desecration of structures or damage to property - provides for the strictest punishment in the form of arrest), or under Article 339 of the Criminal Code of the Republic of Belarus (hooliganism - provides for the strictest punishment in the form of imprisonment for up to three years, and in case of repeated commission of such a crime, or commission of a crime by a group of persons – up to six years).

The Miory District Department of the Investigative Committee, in cooperation with other law enforcement agencies, is establishing the circumstances and individuals who, on August 14-15, 2020, applied images with paint to boulders enclosing the private territory of a property located in Kh. Disneniy Rubezh, Miory District, as well as on the night of September 30, 2020 to October 1, 2020, applied offensive inscriptions with paint to a building in Disna. In addition, inscriptions, including those of an offensive nature, were applied on the night of November 6-7, 2020 to one of the shops in the city of Miory, on the night of January 23-24, 2021 – to an enterprise warehouse located in the Miory District, as well as on the night of October 16-17, 2020 – to the fences of private properties of government officials.

The Investigative Committee reminds of the inevitability of responsibility, including criminal, for committing such actions and urges citizens not to commit rash acts, but to express their views and personal opinions by legal means and methods. Such actions not only violate current legislation, cause property damage to individuals and legal entities, but also do not adorn our cities and villages. What will our country turn into if everyone writes and draws whatever comes to their mind on every building and every fence?! I don't think that even those individuals who commit the specified actions would like to see "highly artistic" inscriptions and images on their house, fence, car, or other property, which they so like to draw on other people's property.
