From March 1, 2021, an updated Code of Administrative Offenses entered into force in the Republic of Belarus. In particular, it provides for stricter penalties for participation in unsanctioned mass events, insulting officials, and disobeying police officers while performing their duties, as well as introducing responsibility for children's participation in rallies. As part of the election campaign and preparation for the unified voting day on February 25, 2024, the Miory District Executive Committee adopted Resolution No. 972 dated December 8, 2023, "On determining places prohibited for picketing for the purpose of collecting voter signatures," and on January 11, 2024, the Miory District Executive Committee adopted Resolution No. 11 "On determining places for holding mass events (outdoor assemblies, rallies, picketing) organized by candidates for deputies, their proxies, in a notification procedure." The minimum fine for participating in an unauthorized mass event (Article 24.23 of the Code of Administrative Offenses of the Republic of Belarus) has been increased from 30 to 100 base units, and for repeated involvement – from 50 to 200 base units. The maximum administrative arrest period for repeated participation in unauthorized actions within a year now ranges from 15 to 30 days, and the article's sanction also provides for community service. The penalty for disobeying a lawful order or demand of an official while performing their official duties (Article 24.3 of the Code of Administrative Offenses of the Republic of Belarus) has been tightened: the maximum fine has been increased from 50 to 100 base units. The fine for insulting an official while performing their official duties (Article 24.5 of the Code of Administrative Offenses of the Republic of Belarus) has also been increased from 20 to 30 base units, and up to 200 base units if the insult was posted publicly. A fine ranging from 5 to 20 base units is also provided for the illegal use and production of flags, pennants, posters, emblems, or symbols prohibited by legislative acts, for individual entrepreneurs and legal entitiesx persons - up to 40 and 60 basic units, respectively. There are still individuals and internet resources that actively call on citizens to participate in them. Minors and young people remain the most vulnerable to such requests. Parents need to remember about the safety of their children, prevent them from falling under the negative influence and manipulation of riot organizers. It is also important to remember that today parents are also liable for their children's participation in unauthorized events in the form of a fine ranging from 5 to 30 basic units. We urge the residents of the district to always remain reasonable, not to succumb to calls and provocations, to think about the consequences of their actions, and also to always think about their loved ones.
