Inspection's control activities for 2024

The activities of the Miory District Inspectorate of Natural Resources and Environmental Protection (hereinafter referred to as the Inspectorate) were focused on the implementation of the Law of the Republic of Belarus "On Environmental Protection", decrees, edicts, directives of the President of the Republic of Belarus, resolutions and assignments of the Council of Ministers of the Republic of Belarus, decisions of the collegiums of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus, the Vitebsk Regional Committee for Natural Resources and Environmental Protection, decisions and orders of the Vitebsk Regional Executive Committee, state and industry programs.

In 2024, all planned tasks of the republican plan for improving the land were completed.

Regarding the improvement of the land, 645 objects and territories were inspected, and 112 control measures (inspections, monitoring, technical measures, examinations) were carried out. 895 violations were detected, 62 orders were issued with 514 points of instructions, 42 recommendations were issued based on the results of monitoring with 361 points of recommendations, and 10 individuals were brought to administrative responsibility with fines totaling 5000 rubles. Also, 26 warnings were issued for the detected violations. 888 violations were eliminated, which is 100 percent of all detected violations whose elimination period expired in 2024.

To prevent environmental offenses in 2024, the Inspectorate conducted 15 monitoring activities, 4 technical (technological, verification) measures, and 3 selective inspections. Based on the results of violations detected during selective inspections, 82 points (requirements) for eliminating violations were issued. Based on the results of monitoring activities, 363 points of recommendations for eliminating detected deficiencies (violations) were issued. Based on the results of technical (technological, verification) measures, 547 points of orders for eliminating detected violations and deficiencies were issued to business entities.

As a result of control activities, 14 violators of environmental legislation were brought to administrative responsibility by the inspection specialists, including 6 legal entities and 8 officials. The total amount of fines imposed was 8,000 rubles.

44 decisions were made to release from administrative responsibility with warnings, including 16 for legal entities, 8 for officials, and 20 for officials.

11 cases of environmental damage were identified. 11 claims for compensation for environmental damage in the amount of 7,837.37 rubles were filed. All damages have been fully compensated.

One of the most important issues for the inspection is the coordination of activities to control the spread and population of Sosnowsky hogweed in the district. In 2024, all planned work to control the spread and population of the invasive plant species was fully completed on an area of 279.245 hectares, including chemical control measures carried out on an area of 278.643 hectares of the district's land occupied by Sosnowsky hogweed. For failure to take timely measures to control the spread and population of Sosnowsky hogweed, 2 warnings were issued, 6 officials were brought to administrative responsibility, and fines totaling 1,600 rubles were imposed.
