During the session of the Supreme State Council of the Union State (SSC US), a vector was set for a new stage of integration development across all areas. This was stated by the President of Belarus Alexander Lukashenko on February 26 following the SSC session, a BELTA correspondent reported.
"A vector has been set for a new stage of integration development across all areas," the Belarusian leader stressed. In particular, an instruction was issued to prepare the Main Directions for Implementing the Provisions of the Agreement on the Establishment of the Union State for the upcoming cycle - 2027-2029.
Alexander Lukashenko requested that members of the SSC, the governments and parliaments of Belarus and Russia, as well as the Standing Committee of the Union State, exercise strict oversight over the implementation of the adopted instructions with maximum personal involvement.
Furthermore, the President expressed his gratitude to all for the serious and comprehensive preparation of the current SSC session. Words of thanks from the Head of State were also addressed to media representatives for their extensive work on popularizing the integration agenda and the decisions made at the highest level in the interests of the residents of Belarus and Russia.
At the conclusion of the meeting, Secretary of the Union State Sergey Glazyev stated to journalists that a highly important agenda item was the report on the implementation of the Basic Directions for carrying out the provisions of the Treaty on the Creation of the Union State for 2024–2026.
"Nearly half of all tasks outlined in this document have been accomplished. There is no doubt that the remaining ones will be completed by the end of the year," the Secretary stated. "It is highly significant that a directive has been issued to develop the Basic Directions for the next three-year period—2027–2029. We anticipate that the level of integration, the consistency of our policies across all sectors, as well as cooperation not only in the economic sphere but also in the scientific and technical sphere, social and cultural policy will gain new momentum. As Alexander Grigorievich noted, a new stage has opened in the development of our integration."
Sergey Glazyev stated that within the framework of the Union State, both parties intend to continue strengthening cooperation in the field of security. Four programs are currently being implemented covering defense, security, information exchange, and information protection. He noted that the militarization near the western borders naturally raises concern. "This unfounded aggression and escalation of tensions necessitate strengthening our defense capabilities. Our heads of state have addressed this issue," the Secretary stated.
The implementation of several other programs will also continue. Furthermore, work has commenced on a new initiative titled "Soyuz-Biomebranes." This project involves the creation of an experimental testbed to verify the mechanisms of drug delivery into the human body and their passage through cell membranes. This represents a complex scientific and technical challenge that currently lacks a definitive solution. We trust that our scientists will succeed in resolving this issue within three years, thereby providing our pharmaceutical industry with a model testbed capable of evaluating the efficacy of pharmaceuticals based on their impact on the human body at the cellular level," the Secretary of the Union State concluded.
The agenda of the meeting includes a report by government representatives on the implementation of the Basic Guidelines for the Implementation of the Provisions of the Treaty on the Creation of the Union State for 2024–2026.
"At present, only 40% of sectoral measures have been completed (125 out of 310). The process regarding a relatively small number of directives is lagging behind schedule (14, or just 4.5%)", the President said.
Alexander Lukashenko stated that it is necessary to simultaneously prepare substantive Basic Guidelines for the next three-year period—from 2027 to 2029. "And, most importantly, they must be strictly implemented. They should be primarily focused on ensuring the technological sovereignty of the Union State and technical parity with other countries. Moreover, we are fully capable of doing so, as we are already successfully doing in certain areas within specific sectors," the head of state emphasized.
The head of state noted that April 2 will mark the 30th anniversary of the Treaty on the Establishment of the Community of Belarus and Russia, which laid the foundation for the development of union-state integration. "Over these years, we have come a long way," the Belarusian leader emphasized.
According to the President, mutual market access has enabled an eightfold increase in trade turnover over the past years—from $6.5 billion in 1996 to nearly $55 billion in 2025.
According to the President, expanding opportunities for citizens of the Union State will be facilitated by the upcoming launch of cross-border rail transport along the Vitebsk–Smolensk and Orsha–Smolensk routes.
"I frequently note this, and I have stated it directly to Mikhail Vladimirovich Mishustin (Prime Minister of Russia. - BELTA note). He often says today that we will strengthen and accelerate our cooperation in the field of transportation. As soon as you introduced additional "Lastochka" trains (high-speed trains operating regularly between Minsk and Moscow. - BELTA note), a large number of Belarusians traveled to Moscow. And today they are already insufficient," said Alexander Lukashenko. "- Vladimir Vladimirovich, I must point out (I was just informed yesterday): our fugitives are already concerned that Belarusians are not traveling to Europe at all. Everyone is heading east. Fewer are going to China. More are going to Moscow, to the Russian Federation. That is what it means to proceed from practical reality. We are doing what is necessary for our people".
"Our initiatives within the framework of regions are very important. Today, the Chinese have already proposed to us: 'Following the principle of how you cooperate with Russia, let us establish region-to-region cooperation.' Iran also expressed interest in such cooperation about six months ago," said Alexander Lukashenko.
"Reality on the ground shows clearly what people need. Therefore, I am grateful to those who once initiated this process and to parliamentarians, particularly senators, for their current involvement. I very much hope that the Russian government will remain steadfast in our union-building efforts, and that we will implement all directives, agreements, and decisions reached at joint meetings," the head of state noted.
