On April 2, President of Belarus Alexander Lukashenko signed Directive No. 11 "On improving the functioning of the system of authorities and administration, strengthening executive discipline." This was reported to BELTA by the press service of the Belarusian leader.
The document is adopted in development of the decrees "On the Five-Year Plan of Quality," "On strengthening the role of basic-level executive committee chairmen in the development of regions" and is aimed at fundamentally increasing the efficiency of the state authorities system, managerial activities, strengthening executive discipline, and a socially responsible attitude of everyone to labor.
In accordance with the Directive, interference of state bodies and officials in each other's competence is unacceptable. The formation and functioning of councils, commissions, groups, and other expert and consultative structures that substitute for state bodies, except for those directly provided for by legislative acts, are excluded. Unjustified meetings, including those in a remote format, are prohibited.
The document provides for the introduction of modern digital technologies in public administration into practical activities, increasing the efficiency of business trips, conducting mandatory assessments of the state of executive discipline in a state body, taking it into account when extending or concluding a contract with the head of this body for a new term, making decisions based on the results of the assessment of this head, promoting him in position, and submitting him for state awards.
The Directive contains norms on the need to streamline the information collection process and reduce excessive requests to legal entities, as well as to ensure information security.
