The working schedule of the President of Belarus is always highly eventful. Alexander Lukashenko holds meetings and working sessions on the most pressing issues of the country's development, regularly visits regions, undertakes foreign trips, and personally receives foreign guests, communicates with journalists, signs decrees and laws... And even when there are no public events, this does not mean at all that the head of state is not working. Moreover, even during his leisure time, whether it is a hockey practice or chopping wood, Alexander Lukashenko will occasionally find a reason to issue another directive. As he often remarks, one must base decisions on reality.

The "President's Week" project is designed for those who wish to keep pace with the head of state and stay informed about the most recent statements and decisions of the Belarusian leader.

COORDINATING EFFORTS. Tasks Set by Lukashenko for Belarus’s Northernmost Region

On August 22, the Head of State convened a meeting to discuss pressing issues concerning the development of the Vitebsk Region.

The range of topics discussed was broad, covering everything from the progress of the harvest campaign and the overall situation in the agro-industrial complex to preparations for the 2024 Forum of Regions of Belarus and Russia, as well as the production of domestic vaccines and pharmaceuticals.

In his opening remarks, Alexander Lukashenko addressed one of the most pressing issues – the progress of the harvest campaign.

While all necessary decisions regarding the Vitebsk Region and beyond have been adopted, the regional agro-industrial complex still faces numerous challenges.

This is precisely why the region’s leadership capacity was recently bolstered by Igor Brylo, who transitioned from the position of Head of the Ministry of Agriculture and Food to that of Assistant to the President.

Harvesting of cereal crops in the Vitebsk Region has been virtually completed.

The region now faces equally large-scale tasks, including maize harvesting (which yielded well this year), fodder preparation for livestock, sowing of winter crops, and other operations.

Alexander Lukashenko directed all participants to maintain active engagement and heightened attention, particularly toward the Vitebsk Region, which continues to present agricultural challenges.

Similar concerns also apply to the Gomel and Mogilev Regions, as well as parts of the Minsk Region.

Strict order must be established across all areas, with full compliance required in both labour and technological disciplines.

The President emphasized that today’s meeting marks merely the beginning of the dialogue and serves as a form of coordination aimed at further mobilization.

Looking ahead, the focus will shift to annual results and the comprehensive conclusion of the harvest campaign.

Consequently, final assessments will be drawn closer to year-end, though the situation within the regional agro-industrial complex will be revisited multiple times before then.

ON THE CRITICAL STAGE THAT LIES AHEAD

The Head of State noted that while there are indeed objective factors such as drought, which the regional authorities may cite, this situation did not prevail everywhere: "Half of the territory was affected by drought, while the other half had normal crops. The shortfall in harvest in drought-stricken areas should have been compensated by a good harvest, for instance, in the western regions."

"If Vitebsk Oblast or other regions of our country have fallen short on grain crops or rapeseed, we have excellent corn fields. I have informed the Deputy Prime Minister and the new Minister of Agriculture that the most demanding and crucial stage lies ahead—preparing for and conducting the corn harvest, particularly for grain. The corn stands exceptionally well, promising a strong harvest. I am confident that if we complete the harvest fully, we can secure an additional two million tons of corn grain," the Belarusian leader stated.

However, he cautioned against merely pursuing harvest volume targets, emphasizing that the corn harvesting strategy must be tailored to local requirements: "Whether to harvest corn for grain or for silage is your decision. There is no need to pursue grain yields at the expense of other considerations. If a good ear has developed, the resulting corn silage will also be of high quality. This applies especially to Vitebsk Oblast, as well as to other regions."

On the Situation in the Agro-Industrial Complex of Vitebsk Oblast and Problematic Issues

Addressing the situation within the agro-industrial complex of Vitebsk Oblast directly, Alexander Lukashenko recalled that over three years ago, Decree No. 70 was issued, providing the region with substantial state support through debt clearance, a 15-year deferral of obligations, and other measures. Following the stern and decisive discussion held at that time, there is now no room for retreat. Today, the region's agricultural sector demonstrates overall positive dynamics, with milk production increasing. As confirmed by the regional head, Alexander Subbotin, the decree has proven effective and enabled Vitebsk Oblast to advance steadily.

However, the current achievements remain far from sufficient, particularly given the ongoing challenges, Alexander Lukashenko stressed.

For instance, livestock numbers and production are declining, there is a shortage of raw materials, and meat processing plant capacities are underutilized. Weak payment discipline for delivered agricultural products has been noted. "This is unacceptable! If an enterprise lacks funds to settle accounts with farmers, allocate them from the budget. You may remain without salaries yourselves, but return the money to people. Especially for the delivered milk and meat," the head of state demanded.

LUKASHENKO TO OFFICIALS: YOU MAY REMAIN WITHOUT SALARIES YOURSELVES, BUT SETTLE ACCOUNTS WITH FARMERS

Of course, time and circumstances require dynamic adaptation to changing conditions, the regional head noted in a conversation with journalists. External political, sanction, and economic pressure sometimes adjusts certain plans, but solutions and ways out of the situation are found. One of the main tasks is to learn to promote domestic goods more effectively and attractively, which are already recognized as high-quality and environmentally friendly. "But they need to be wrapped in even more vibrant packaging," said Alexander Subbotin.

On the Distinctive Features of the Forum of Regions of Belarus and Russia

One of the meeting's topics was the preparation for hosting the XI Forum of Regions of Belarus and Russia in Vitebsk in the summer of 2024.

"We must approach the preparation with maximum seriousness. I am aware that the main concept for the event has been proposed – science and innovation for the economic development of the union. We have something to offer our partners (the success of TIBO-2023 confirms this) and something to learn from Russian colleagues in the scientific field," the head of state emphasized.

LUKASHENKO SUGGESTS EXPANDING THE GEOGRAPHY OF THE FORUM OF REGIONS OF BELARUS AND RUSSIA

Alexander Lukashenko noted that the upcoming Forum is another platform for new business ideas: from innovative developments to the conclusion of major contracts. "It is necessary to report on the developed concepts, organizational plans, and our key initiatives that we are ready to present to the public. Perhaps it is time to invite partners from other countries to participate?" he proposed.

About the Domestic Vaccine and Further Plans

Although not the most urgent, Alexander Lukashenko designated as the main topic initiating the discussion at the meeting the implementation of a vital project: the development of a domestic antiviral vaccine at Belvitufarm. Notably, the Governor of the Vitebsk Region, Alexander Subbotin, is also a specialist in this field.

Construction of the facility is scheduled for completion this year. The first stage has been completed, and an experimental batch of the vaccine has been produced. The President recalled that technologies for manufacturing veterinary vaccines have already been mastered in the Vitebsk Region, and this existing experience proved valuable in the development of human pharmaceuticals.

WHAT ABOUT THE BELARUSIAN ANTIVIRAL VACCINE? ISSUE BROUGHT TO LUKASHENKO'S MEETING

The President inquired about the quality of the domestically produced pharmaceutical, its efficacy, and the timeframe required to meet the country's vaccine needs. "For now, we are essentially administering a foreign product," he remarked. "I hereby publicly caution the Ministry of Health that we will address in the strictest manner the systemic instances of record falsification and mismanagement during the mass vaccination campaign, as identified by the State Control Committee."

LUKASHENKO PROMISES STRICTEST ACTION REGARDING RECORD FALSIFICATIONS DURING POPULATION VACCINATION

The Head of State also asked to be briefed on how the second stage is proceeding: "Here we need to consider more large-scale plans and expand the product line so as not to limit ourselves to just one vaccine. As I am informed, there is a promising proposal for the production of anti-tumor drugs for the treatment of blood diseases. A very important area. How are these plans aligned with the implementation of my directive on the creation of a biotechnology cluster?"

In a conversation with journalists after the event, Alexander Subbotin noted that the influx of investments is one of the key aspects in creating a biotechnology cluster in the Vitebsk region: "I have always cited the Netherlands as an example, where exports reached nearly $100 billion at one time. They placed their bet on high technologies, specifically high technologies in the field of biotechnology—these are medicines, vaccines, seeds, and high-grade breeding livestock. Therefore, we also want to place our bet on this."

ONLY THE BEGINNING OF THE CONVERSATION. HOW THE PRESIDENT'S "ALIGNMENT OF WATCHES" ON THE DEVELOPMENT OF THE AGRICULTURAL AND INDUSTRIAL COMPLEX OF THE VITEBSK REGION ENDED

The President instructed to comprehensively work out the matter with several investors to ensure that this initiative would be profitable.

Regarding vaccines, following the meeting, the Head of State issued a directive not to focus solely on the COVID-19 vaccine. Flexible production capable of responding to contemporary viral challenges is required. "This should be a production facility that can rapidly adapt to meet today's needs. It could produce a flu vaccine, or vaccines against other infections that may pose a threat to us. This was precisely the emphasis," Deputy Minister of Health Boris Androsyuk said.

Nevertheless, preliminary preclinical trials of the Belarusian vaccine have demonstrated its effectiveness. The testing was carried out on animals. Work is ongoing.

BELARUS PLANS TO ESTABLISH IMPORT SUBSTITUTION FOR VIRAL VACCINES, WITH INITIAL STEPS ALREADY TAKEN

ORDER IN THE FOREST. HOW THE MINISTRY OF FORESTRY MINISTER PRESENTED A REPORT TO THE PRESIDENT AFTER ONE YEAR IN OFFICE

On August 24, Alexander Lukashenko reviewed a report on the operations of the forestry sector under contemporary conditions and measures for its further development. For the responsible minister, Alexander Kulik, this marked an especially significant milestone. It has been one year since he assumed leadership of the agency, making it time to present a comprehensive report to the Head of State on the work accomplished.

"Nearly half of the country consists of forests. This is our heritage bestowed upon us by God. We are tasked not merely with preserving it, but with managing it as diligent stewards. We must harvest mature timber in a timely manner and process it to ensure tangible benefits for the country from this activity. Previously, there were numerous concerns regarding former ministers, executives, and individuals involved in forestry management. Therefore, among all candidates, I selected you as a down-to-earth person with thorough knowledge of the forest and a genuine love for nature," Alexander Lukashenko stated.

"THE FOREST IS OUR HERITAGE". LUKASHENKO RECEIVED A REPORT ON FORESTRY OPERATIONS AND DEVELOPMENT MEASURES

"One year has passed. What changes have occurred during this period? Particularly regarding export shipments and market diversification. We currently have a substantial volume of low-grade raw materials in the forests, what you refer to as wood waste, and similar byproducts. How are we clearing these from the forests and processing them? What tangible outcomes are we deriving from this work?" the President asked.

When appointing the new minister, another task was set — to reduce the cost of timber for the population so that people would more actively build housing in rural areas. "What is the system here? This is more a question for the government, but also for you, among others, as a member of the government," the head of state noted.

He also inquired about work on forest regeneration: "How is work with planting material going? What problems exist here? I remember visiting your nurseries several years ago, and at that time we agreed to allocate additional land plots to you for growing planting material. Has this been implemented?"

"Order in the forest is the most important thing," Alexander Lukashenko emphasized.

At the event, the President gave a high assessment of the work of forestry enterprises during the recent prolonged period of heat and drought. Compared to a number of other countries where large-scale forest fires frequently rage during such periods, Belarus managed to avoid similar disasters. They held firm heroically, but for this the country has everything it needs, including the necessary domestic equipment.

THEY HELD FIRM HEROICALLY. LUKASHENKO GAVE A HIGH ASSESSMENT OF THE WORK OF FORESTRY WORKERS DURING THE PERIOD OF HEAT AND DROUGHT

The Minister emphasized that in 99.9% of cases, the causes of forest fires are related to human activities. "But I also want to say that the culture and sense of responsibility of our population have noticeably increased. And people treat it with care," he noted.

About the historical maximum and the search for alternative markets

Under Western sanctions, the Ministry of Forestry was required to significantly restructure its operations in 2022. Nevertheless, even under these circumstances, the country succeeded in achieving a historical peak in timber exports. "Prior to the sanctions, our monthly export volume amounted to 60 thousand cubic meters of timber. We observed a slight decline in July 2022 following the imposition of sanctions, and we are now at 77 thousand cubic meters. This represents a historical maximum for timber exports," the Minister stated.

Prior to the sanctions, the main market for Belarusian timber products was EU countries (56% of shipments went there, but deliveries to the EU have now ceased); currently, the leading markets are China (52%, previously 37%), Azerbaijan (24%, previously 4%), and Russia (6%).

"The market segment has been secured, and most importantly, we have achieved growth both in volume and in monetary terms. Over the past seven months, our export shipments totaled $90.4 million," Alexander Kulik stated.

Nevertheless, the President expressed criticism regarding economic efficiency. There is a need for products with higher value-added content, and new sales markets must be identified to achieve greater profitability and margins. The President clearly emphasized that timber constitutes the most valuable renewable domestic resource, and it must be sold with a higher value-added component.

Unfortunately, sanctions have indeed disrupted certain plans formulated within the forestry sector. At present, the issue of processing wood waste into fuel pellets is being resolved at an insufficient pace. A few years ago, Belarus actively developed similar production facilities with the expectation of accessing the substantial market of European Union countries, which is now closed. "Unfortunately, our adversaries (imposed sanctions. - BELTA note). People are freezing, yet their politics takes precedence over economics. All necessary opportunities are available to us. Even ordinary enterprises (in the EU. - BELTA note) are seeking ways to return. However, overcoming the barrier erected by politicians for both them and us proves difficult", - Alexander Kulik stated.

Nevertheless, Belarus is seeking new markets for this product. "I would prefer not to publicize this prematurely. We already have ongoing initiatives. A certain volume will be directed there", - the minister added.

This product is also in demand within Belarus. In the Novogrudok District, a pilot project has already been successfully implemented to transition several older boiler houses to an automated system utilizing fuel pellets, demonstrating its effectiveness.

On Proprietary Trading Platforms and Wooden Houses

The President of Belarus supported the Ministry of Forestry’s initiative to promote proprietary trading platforms under the unified brand "Forest Cabin". The Head of State thoroughly reviewed the presented slides, endorsed the concept, and issued directives to further develop it, ensuring that products from forestry enterprises remain accessible to the public.

LUKASHENKO SUPPORTED THE FORESTRY MINISTRY'S INITIATIVE TO PROMOTE PROPRIETARY TRADING PLATFORMS

Until recently, all products manufactured by the forestry enterprises of the sector were sold exclusively through wood processing workshops. To enhance product accessibility for the population, a network of 15 sales points under the unified "Forest Cabin" brand has been created. They are located not only in regional centers but also in major cities. Citizens are offered not only products manufactured by forestry enterprises, but also those from other Belarusian producers. For instance, goods from enterprises of the "Bellesbumprom" concern, as well as paint and varnish products and metal fasteners.

Particular emphasis during the briefing was placed on ensuring the population's access to forestry products. In 2022, the Head of State signed Decree No. 294, which streamlined the procedure for the sale of commercial timber to individuals at reduced prices for the construction, reconstruction, or repair of residential buildings or auxiliary structures. Currently, citizens have the opportunity to purchase timber at prices more favorable than exchange prices, in volumes of up to 70 cubic meters for construction or reconstruction, and up to 10 cubic meters for routine maintenance of such properties. During the first half of 2023 alone, 2,500 citizens utilized this provision.

Furthermore, in accordance with directives from the Head of State and the Government regarding the reduction of timber costs by forestry enterprises, pricing for timber intended for rural housing construction—including rental housing for agricultural workers and the general public—is set with a profit margin of no more than 5%.

Alexander Lukashenko emphasized the need for strict oversight in this area to ensure that goods sold at the reduced social price reach only those in genuine need, and to prevent any potential abuses.

Incidentally, the Ministry of Forestry is also working on promoting domestically produced wooden house kits to the market. "We have developed standard project designs, are formalizing them for repeated use. Forestry enterprises sell the main elements for house construction on trading platforms," Alexander Kulik told journalists.

MINISTRY OF FORESTRY OF BELARUS LAUNCHES DOMESTICALLY PRODUCED WOODEN HOUSE KITS INTO SERIES PRODUCTION

Measures are already being taken to expand the range of offered house types. Taking into account public demand, two additional design solutions for small-area houses have been developed. As of July 1, 2023, 19 forestry enterprises have acquired equipment and are ready to produce the displayed samples of house kits. By the end of the year, the number of manufacturers will be increased to 25.

CHECK, BUT NOT CHECKMATE. Why Lukashenko Visited BSU and How the King Retained His Position

At the end of the work week on August 25, Alexander Lukashenko visited the Belarusian State University. On the eve of September – the start of the new academic year. However, this was not the sole reason for a serious discussion at the university administration. Problematic issues regarding the functioning of the university were discussed, many of which remain relevant for other higher education institutions. This is precisely why rectors of universities from across the country were among the meeting participants.

But first, Alexander Lukashenko familiarized himself at BSU with an exhibition that featured, among other things, scientific developments. A complex of optical remote sensing equipment for Earth observation from the ISS; working models and systems of the educational laboratory for aerospace measurements. The university is also engaged in satellite design, and a second-generation satellite was successfully launched very recently. Currently, engineering model systems are being developed to service satellites on the ground – these are antenna and optical systems. Also presented were veterinary preparations, environmentally safe biological products for plants; unique developments in anti-tumor drugs, as well as spirometers for assessing the respiratory system; food additives for the baking, meat, confectionery industries, and beverage production.

Alexander Lukashenko gave a positive assessment of what he had seen, and later during the meeting even noted that BSU is capable of offering serious competition to researchers from the National Academy of Sciences in several areas.

"BSU is not merely a university. It is history, the future of the country. Born during the formative years of the Belarusian state, it has become a symbol of the scientific and industrial might of modern Belarus," the Belarusian leader noted. "What you are doing constitutes top-tier projects. I knew you were working on them, but I did not think you would reach such a high level. We will pay very close attention to this, and if necessary, involve our industrialists."

Substantial state funds have been invested in the modernization of the university, and they must be utilized for the benefit of the country and the social sphere.

On the Final Refinement of the Education System

At the beginning of the meeting, the head of state invited the Rector of BSU, Andrey Korol, to say a few words on topical issues. The rector expressed the conviction that each participant in the event would leave the auditorium somewhat different in terms of both their level of information and their goal orientation.

"You expressed a good thought that it is highly desirable that after this meeting not only you but also I leave with a different level of information and so on. I urge you to this," Alexander Lukashenko said. "If there are any remarks regarding education in Belarus as a whole, I will be very grateful to you. Currently, this is a prominent topic. It is widely discussed. For me, this is one of the most important topics that must be finally and irrevocably addressed this year."

LUKASHENKO: THIS YEAR IT IS NECESSARY TO FINALLY PERFECT THE EDUCATION SYSTEM IN BELARUS

"Naturally, we will continue to improve it. As academics, you understand that static processes simply do not exist in reality. We will proceed in this direction. Education is the most vital human factor and resource. The paramount importance, in my opinion, lies in education. Health follows, and so on," the Belarusian leader emphasized. "A healthy but uneducated person, as you know, is a specific type of individual. We must complete the refinement of our system (of education. - BelTA note) this year, establish the vector of our development, so that neither parents nor our society react adversely to any innovations in the evolution of this system."

On Problems at BSU and Staffing Issues

"Frankly speaking, various reports reach me regarding recent processes at the university. They raise concerns," the head of state noted. "Especially given that I recall 2020, when you demonstrated yourselves 'brilliantly'. Yet I made no remarks to you. Perhaps you noticed this. I did not criticize you. I presumed that as an advanced segment of our society, you would eventually evaluate for yourselves everything you have done here. Or rather, our children first and foremost. And frankly, the teaching staff also distinguished themselves. Therefore, any negative trends, even the slightest ones, at the earliest stages of their development, give me cause for concern."

The situation at BSU was carefully examined by various agencies, open and closed meetings and discussions were held, and relevant information was obtained. This work was conducted by the Presidential Administration, the Belarusian Institute for Strategic Studies, the National Academy of Sciences, and other state bodies. It was undertaken to ensure that no errors would occur when the head of state subsequently made decisions. Reports submitted to the head of state pointed to a number of significant problems in the university's operations, the primary one being the leadership's ill-considered personnel policy and the insufficient involvement of the rectorate in administrative work, particularly that of the rector.

LUKASHENKO REPORTED ON A NUMBER OF PROBLEMS IN THE OPERATION OF BSU

The conclusion reached by responsible officials, including the Presidential Administration, is that the decentralization of the management hierarchy and the weak cohesion of the workforce threaten the loss of control over the university and the erosion of its leading positions in the scientific and educational sectors.

As a result, the Government, together with the Ministry of Education, and the Presidential Administration proposed replacing the rector. However, Alexander Lukashenko refrained from drawing hasty conclusions, as abruptly changing the leadership of the country's leading university is unacceptable. Both currently and in the past, the President has consistently drawn attention to the distinctive atmosphere in universities, where students, and often faculty members as well, demonstrate a certain degree of independent thinking. For the academic environment, this competition of diverse opinions and debates is a completely natural and even necessary phenomenon. Likewise, excessive external interference in processes taking place within universities is equally inadmissible.

During the meeting, Minister of Education Andrey Ivanets reported on the situation at BSU, while Head of the Presidential Administration Igor Sergeenko provided detailed information on shortcomings in the functioning of the management hierarchy and gaps in human resources management.

Their positions were expressed by the Chairwoman of the Council of the Republic of the National Assembly, Natalya Kochanova, and the Minister of Information, Vladimir Pertsov. The President also carefully listened to reports and opinions from the BSU leadership, communicated with faculty deans and the university's teaching staff to learn their views on the situation at the university. As it turned out, they were positively inclined, noting new positive approaches in the educational process and the development of the university's material base. Moreover, over the past few years, BSU has significantly strengthened its positions in international rankings. All shortcomings, university employees emphasized, they are ready to eliminate and, if necessary, reorganize their work.

As a result, Alexander Lukashenko decided against making radical personnel changes. He recalled that when appointing Andrey Korol as rector of BSU, he deliberately chose an outsider: "It is not my own idea: if there is no influx of fresh blood, the system may perish. Therefore, we selected a young, impressive, and likable person who was supposed to come to BSU—a challenging institution, but very important. And you noticed that I actually brought him from the west (before his appointment to BSU, Andrey Korol served as rector of Yanka Kupala Grodno State University. — Note by BELTA). I was not afraid that he was from the west, where we had quite a few problems".

The President emphasized that from the whole situation and following the discussion, "a sensible person will draw the appropriate conclusions." Andrey Korol will retain his post, but oversight will be strict, Alexander Lukashenko warned.

LUKASHENKO DECIDED AGAINST MAKING RADICAL PERSONNEL DECISIONS REGARDING BSU, KOROL RETAINS HIS POST AS RECTOR

Addressing the rector, the President said: "I earnestly ask you, do not let me down. In this case, I do not consider the existence of facts sufficient to interfere in the university's personnel policy and make any radical decisions regarding its leadership."

"I believe that this conversation of ours was useful for all of us. For you and for me. I ask everyone present to draw the appropriate conclusions from our discussion. And focus on delivering results," the Belarusian leader summarized. "Therefore, get ready to work. Move forward, do not stop. You must demand results. And do not think that because the President has arrived here, he is conducting some kind of thorough review. There was no thorough review. I believe that the current team and the current university management can and are capable of working."

On plans to visit universities more frequently and a message to those "resting on their laurels"

During the meeting, Alexander Lukashenko stated that the Government, at his request, had conducted an evaluation of the rectors of all universities in the country. The results were disappointing. Some rectors are resting on their laurels, delegating their managerial functions to deputies, engaging in journalistic activities, and performing exclusively representative duties. "I cannot allow this in the country. Especially today, when so many opportunities have opened up for promoting domestic education among friendly and interested countries," the President noted.

"SOME ARE RESTING ON THEIR LAURELS". LUKASHENKO ON THE RESULTS OF THE EVALUATION OF RECTORS OF ALL UNIVERSITIES IN BELARUS

According to the head of state, the visit to BSU is only the beginning of his further work at higher education institutions. "Autumn will be deep, winter. I will have not just more time (there will always be work), but there will be no need to run around the fields (referring to monitoring the progress of the harvest campaign and other agricultural works. – BELTA note), perhaps some other issues will also be resolved. I have instructed the Presidential Administration to plan my work at universities. I will visit higher education institutions more often. I instructed that rectors be invited today so they can see in what context future discussions with them at their universities will take place. And not only with me. We have many leaders, senior officials, members of the government, governors, and others. These are qualified, competent people. Let us get to work," he said.

Alexander Lukashenko specifically warned the rectors: "Sergeenko (Head of the Presidential Administration Igor Sergeenko. – BELTA note) is right that some of you have become stagnant. Men, we will stir things up quite significantly in the near future. This is unacceptable. Education must be conducted at the required level, and proper education must be provided. If someone has lowered standards and given up – that will not happen."

At the same time, the head of state noted that perhaps he himself should have worked more frequently with rectors, vice-rectors, and deans, and visited higher education institutions more often: "Circumstances were such that, one could say, it was not a priority. That is wrong. It should have been so! Here lies the future of our country. Here are future leaders and the elite. I will draw conclusions from this, and so will my subordinates."

On the necessity to mobilize to preserve the country

"The university, regardless of who holds leadership positions within it, must be protected from unnecessary external influence. The university must develop according to its own necessary trajectory. Not only in accordance with the legislation of Belarus, but also according to its own internal institutional regulations. Interfering here and attempting to grant special privileged status to anyone is unacceptable," the Belarusian leader stressed.

LUKASHENKO: THE COUNTRY MUST BE PRESERVED AND WE MUST MOBILIZE IN THIS REGARD

At the same time, he noted that a state policy line must be consistently upheld at the higher education institution. "I want you to hear me. We are at a state higher education institution. Therefore, whether you like it or not, the state policy line must be followed clearly and unequivocally. I will not attempt to persuade anyone as was done in the past. You are intelligent people. You have seen what has happened and what is happening. We need to mobilize to get through this period. How long it will last... Maybe two, maybe three years. Nobody knows that. Neither you nor I know that. Therefore, we now need this unity to get through this period. Such is the situation we face. I do not know if this is good or bad. On one hand, yes, it is good. On the other, it is bad," the President said.

"The country must be preserved, and we must mobilize in this regard," Alexander Lukashenko emphasized. "Yes, we are not wealthy. Yes, we have enough of everything: both negative and positive. But we possess the main thing: we live in a peaceful country and raise our children. If we had not held our ground in 2020, things would have been worse for us than in Ukraine. That is why I always tell foreigners: you should be grateful to Belarusians. By standing firm here, we saved you from World War III. A fierce confrontation would have taken place here. One night would have decided everything. That is why I did not run around there with a rifle in a frenzy: I understood what tomorrow would bring."

LUKASHENKO: YES, WE ARE NOT WEALTHY, BUT WE HAVE THE MAIN THING - WE LIVE IN A PEACEFUL COUNTRY

The Head of State called on everyone to make their contribution to the preservation and development of Belarus, as there is no other such country in the world. "Yes, we are not a huge country, but a very important one. You know where we are located. Wherever you look - Belarus, Belarus, Belarus. At every crossroads. We have managed so far (to build a country. - BELTA note) - let us preserve this. And everyone must do something they can in this direction. I am not asking for too much. Do everything you can at your position. If everyone does what they can, we will be twice as rich," - Alexander Lukashenko stated confidently.

The President also mentioned the importance of training prospective personnel and a gradual generational turnover in various spheres, including public administration. Ideological work is sometimes insufficiently organized: "2020 severed everything. We live, one might say, in another country. But there must be movement from the bottom up. The Presidential Administration is failing catastrophically here. I have frankly said this time and again. This system is lacking," the Head of State said. "Therefore, demands can be made. Demands should also be made to him (the Rector of BSU. - BELTA note) and to the university management. There are plenty of problems. But we ourselves must also see our shortcomings. Therefore, Igor Petrovich (Head of the Presidential Administration. - BELTA note), assemble and think about how we will overcome the current situation."

On differing viewpoints and the inadmissibility of "breaking each other's ribs"

When organizing work in higher education institutions, it is important to take into account the specifics of these organizations and the people working in them. After all, these are distinct, academic professionals, and neither excessive demands nor any form of marginalization should be imposed upon them, the President emphasized.

"After all, I am your colleague—a teacher, a lecturer. When people spoke, I looked into the audience. Someone grimaced, someone nodded, someone disagreed. I see that even in this audience not everything is unambiguous. That is acceptable. Such unambiguity should not exist," Alexander Lukashenko stated. "There is no policy aimed at suppressing anyone or curtailing opinions. I often note that schedules are placed on my desk, and meetings are held almost daily. If there are no multiple points of view, I immediately set the document aside. There is no purpose in convening a meeting."

LUKASHENKO ON THE SITUATION IN UNIVERSITIES: THERE IS NO POLICY TO SUPPRESS ANYONE OR CURTAIL OPINIONS

"Multiple points of view must exist. We must discuss these issues carefully. There is no need to clash with one another, nor to tear each other apart. These are our own people. A careful approach is required. Under no circumstances should we 'break each other's ribs' in this situation. Especially among our own people, not enemies," the Belarusian leader emphasized.

Alexander Lukashenko noted that he directs security agencies to follow a similar approach, as even opponents must first be attempted to be won over. "But one must recognize the enemy. The times demand it. But one must be very careful," he remarked.

As for the intelligentsia, the President also considers it unacceptable to "tailor" it to any particular political figure: "This should not exist in our society. No streets, no monuments, especially during their lifetime," the Head of State said.

"WAGNER" IS ALIVE. WHAT LUKASHENKO REPLIED TO RUMORS AND FAKE NEWS REGARDING THE DEATH OF PMC LEADERSHIP

Following a lengthy meeting regarding the future of the country's leading university, the Head of State met with journalists and answered the main questions raised by the public concerning the tragic aircraft incident involving the founder of the Wagner PMC, Yevgeny Prigozhin.

ON THE CRASH OF YEVGENY PRIGOZHIN'S AIRCRAFT

The Head of State responded that he is unable to answer this question, as he was not present at the scene of the incident. However, the President also cannot categorically refute anything with absolute certainty.

WHAT HAPPENED TO PRIGOZHIN AND IS PUTIN BEHIND IT? LUKASHENKO ADDRESSED ALL THE RUMORS AND FAKE NEWS

"The only thing is, I am starting to think: a missile shot it down, causing an explosion on board... Do you know what it takes to shoot something down with a missile? Only the Commander-in-Chief can authorize the Military Space Forces to take action. Then the order would be passed to a specific unit, which would then instruct a particular crew. Consider how many people would be involved. What kind of fool would carry this out? Although I do not completely rule it out—who knows, perhaps some deranged individuals could have decided on it—I simply do not believe it," Alexander Lukashenko said.

"It has already been confirmed that the tail section detached. This indicates that there was most likely an explosion on board. As for who carried this out, I do not know personally," the President added.

On Whether Putin Is Behind This

In this regard, the Head of State’s response is unequivocal: the Russian President cannot be behind this. Admittedly, efforts will now be made to prove otherwise and attempt to place all blame on Vladimir Putin. However, according to Alexander Lukashenko, the Russian leader has no connection to this matter.

"I would not act as an advocate even for my older brother. But I know Putin. He is a calculating, very calm, and even deliberate person when making decisions on other, less complex issues. Therefore, I cannot imagine that Putin did this, that Putin is to blame. It is too crude, unprofessional work, to put it bluntly. This does not resemble Putin," the President emphasized. "But, whatever happens, it will still be pinned on Putin. Our system of power, both in Belarus and in Russia, is such: some foul incident occurs, who is to blame – Lukashenko is to blame, why look for long. The same goes for him. But I say: this is crude, vile, abnormal work. And I am far from thinking that Putin did it, that he ordered someone to do it, that the authorities did it."

LUKASHENKO: PUTIN CANNOT BE BEHIND THE ASSASSINATION ATTEMPT ON PRIGOZHIN

Alexander Lukashenko noted that making a decision to destroy an aircraft would be sheer madness for a head of state, and Vladimir Putin is not like that.

"Knowing Putin, how scrupulous, cautious, and meticulous he is, I do not believe he would engage in this. Moreover, for a head of state, doing something like that would be madness. He is not a madman. I am far from trying to whitewash him. Our work is such, 'nasty'. I am not whitewashing him, but I know that everything will be pinned on him. That is exactly what is happening. The West began shouting, others started echoing them, saying, 'Look, Putin is malicious and vindictive.' Whatever happens, whatever unfolds, time will tell. Time will pass, and we will all find out. It is impossible to conceal this in modern times. But what happened is despicable. For me, this is unacceptable. Furthermore, from that perspective: we are all men, war is war, but what are three pilots and a flight attendant guilty of? Half of those people had absolutely nothing to do with this 'march of justice'. Therefore, I do not understand this and do not accept it. This is intolerable," the Belarusian leader emphasized.

On Security Guarantees and Promises to Prigozhin

"If I answer this question directly: it is not my responsibility to ensure Prigozhin's safety. That is first. Second, the discussion was never conducted in such terms," Alexander Lukashenko said.

The President noted that during negotiations with Yevgeny Prigozhin, two issues were discussed: the termination of criminal proceedings against Wagner personnel and their transfer to Belarus. "I proposed it. I said: 'If you have concerns, I will speak with President Putin, we will transfer you to Belarus. We guarantee you complete safety in Belarus.' And it must be acknowledged that Yevgeny Prigozhin never asked me to separately address security matters," the head of state emphasized.

LUKASHENKO: PRIGOZHIN NEVER ASKED FOR SECURITY GUARANTEES FOR HIMSELF

"I will simply provide another example. During our last trip to the Emirates, I received highly reliable information from top-level sources regarding a plot to assassinate Yevgeny Prigozhin. Within two hours (by my directive), we located the Russian Ambassador to the Emirates and summoned him to me. I handed him a coded dispatch to the Kremlin for President Putin and Mr. Bortnikov concerning the planned attack on Prigozhin," the Belarusian leader disclosed.

Some time later, Alexander Lukashenko clarified with Yevgeny Prigozhin whether he had received this information. The founder of the PMC "Wagner" confirmed that the President of Russia had warned him about the planned assassination attempt.

In response to claims that the President of Belarus allegedly failed to provide the security guarantees promised to Yevgeny Prigozhin, Alexander Lukashenko reacts calmly. "There must be something written, simply to make a critical remark about me somewhere and so on. Nothing more than that. It is simply foolish. Yesterday they said it – half of those who read it immediately laughed. And the remaining half thought about it a day later: 'What does Lukashenko have to do with this? How could he ensure his safety in Africa (and Prigozhin was flying from Africa)? Then he landed in Moscow and flew to St. Petersburg. How could I be ensuring his safety there? Therefore, these questions are not directed at me. Moreover, such a discussion never took place – regarding providing security on foreign territory,' the head of state said.

The Belarusian side has fulfilled all promises made to PMC Wagner participants on its own territory, and even more than that, the President pointed out. "They have no complaints whatsoever," Alexander Lukashenko added. "Yesterday, the Chairman of the KGB contacted them at my request, and conveyed only one message from me: everything we agreed upon with Prigozhin, we will fulfill."

On the Future of "Wagner" in Belarus

"Wagner" lived, "Wagner" lives, and "Wagner" will continue to live in Belarus, regardless of who may wish otherwise. Myself and Prigozhin had already established a system for how "Wagner" would be deployed here. And that satellite imagery suggesting we are dismantling something... Why are we removing extra tents? There is no need for that many. A core group remains here; some have gone on leave, others have decided to live separately, but phones, addresses, passwords, and contact details within this core are known. Within a few days, everyone will be here, up to 10,000 people. There is currently no need to keep them all here. They will arrive in specific batches for training. If Russia wishes to draw personnel from here for rotation to Africa, please go ahead, we have no objections, let those individuals remain here. We assist and support them, therefore they will not flee anywhere. As many as we and this unit require will live and work here. We will fulfill our promise, and they are aware of the conditions," the head of state emphasized.

LUKASHENKO DISCUSSED WHETHER WAGNER PERSONNEL WILL REMAIN IN BELARUS FOLLOWING THE INCIDENT INVOLVING PRIGOZHIN'S PLANE

Alexander Lukashenko also dispelled the myth regarding the arrival of a Russian military transport aircraft in Belarus following the incident involving Yevgeny Prigozhin’s plane. As the President explained, such a request was indeed submitted, but so far no flights have occurred in Belarus. “Wagner personnel (whose movements were definitely coordinated with Russia) requested access to our airfields to collect troops for rotation, presumably to Africa, along with certain uniforms, equipment, and other supplies. Permission was granted; they may land and proceed. This commitment was made and guaranteed by me. That is the first point. Second, no aircraft were involved. Therefore, the reports are false. However, the request itself was received. It came to us on the 21st,” the President noted.

According to him, Belarusian servicemen are also keen to acquire experience from Wagner fighters, particularly internal troops and special units. “There is no resistance, which actually surprised me. Our military did not voice complaints. Given the circumstances, they are absorbing all available knowledge,” the Belarusian leader stated. “I had reservations (having read your publications and those of your colleagues): that they are convicts, that they are problematic, etc. Yet, consider this: they will help an elderly woman cross the street and will not even take change at a store. Remarkable individuals. Iron discipline. If you fear wolves, you will never enter the forest. We are hosting them here not for amusement, but for practical benefit. Moreover, we have established a system ensuring full oversight.”

BALTIC MASOCHISM. WHO WILL BE HIT HARDER BY THE POSSIBLE CLOSURE OF BORDERS WITH BELARUS

In Poland, Lithuania, and Latvia, the issue of a complete border closure has recently been actively discussed. Some steps in this direction have already been taken, and on August 28, the interior ministers of the three aforementioned countries will discuss the matter in Warsaw.

Responding to journalists’ requests to comment on this topic, Alexander Lukashenko expressed confidence that by closing borders with Belarus, Lithuania, Latvia, and Poland would only harm themselves and their own citizens.

LUKASHENKO: CLOSING BORDERS WITH BELARUS WILL ONLY HARM LITHUANIA, LATVIA AND POLAND AND THEIR CITIZENS

"I do not fully understand Lithuania and Latvia. Most likely, in this trend, they are trying to outpace the train (simply to avoid being run over), seeking to show off. However, this will ultimately backfire. If they wish to close, let them close. We do not travel to Lithuania or Latvia anyway, nor do we conduct business through them. Whom will they harm? They will only harm themselves and their own people," Alexander Lukashenko noted. "They fear that citizens have traveled to us (nearly 700,000 already during this visa-free period) and are seeing how we live."

The President emphasized that Belarus is a peaceful country and holds no claims against its western neighbors. "We want to live on our own land. We do not need Polish, Lithuanian, or Latvian territories. But today, on the eve of elections, especially in Poland, there is political tension, which is why they will continue to escalate the situation. If they close, let them close; it will only be detrimental to themselves. The population has already grown poorer: in winter, they were exporting firewood from us because there was insufficient fuel for heating. That is acceptable. We will assist them if necessary—we will provide aid free of charge to help people withstand these conditions," the head of state declared.

"They are not foolish; they are resilient and hardened people. Just like us. They will soon remove these officials," the Belarusian leader stated confidently.

ON THE BELARUSSIAN TOPIC. WHY POLISH POLITICIANS ARE ACTIVELY SEEKING AN EXTERNAL ENEMY

Alexander Lukashenko attributes the heightened interest and demand in Poland for various statements and publications on Belarus-related matters to the intention of local politicians to construct an image of an external adversary, thereby gaining an electoral advantage. "As for the Belarusian theme in Poland, Poles should understand that there is only one reason: they require an external adversary—Belarus, Russia. That is what constitutes the enemy," the head of state remarked.

He noted that Belarus-related topics are in demand in Poland, and residents of this country raise a number of questions directed at their politicians: "On the lips of Poles is 'Belarus, Belarus, Belarus': 'Why did we (Poles) get involved there, why isn't this or that available? Fuel is expensive, and this… But Belarusians do not have (such problems. – BelTA note)'."

LUKASHENKO: POLITICIANS IN POLAND WANT TO JUMP INTO PARLIAMENT "ON A BELARUSIAN HORSE"

"They draw comparisons. That is why they seek to undermine us. They want to ride this Belarusian horse into parliament and win. It will not work. We explain everything to the Poles and will continue to do so. In the near future, we will further increase these discussions on the Polish topic. We will tell them the truth. And the Poles see it themselves," Alexander Lukashenko said.

During his interaction with journalists, he also addressed the migration issue, which remains relevant along the borders with the European Union. "We did not create this wave. They (the EU. – BelTA note) refused to cooperate with us—building these centers, financing them, and so forth. And sanctions were imposed against us," the head of state reminded.

When there was no war in Ukraine, migrant flows to the EU also passed through that country. Now only one route remains—through Belarus. "But we will not fight for Europe nor tear our clothes. Given the policy they are pursuing," Alexander Lukashenko stressed.

LUKASHENKO: THERE WILL BE NO FIGHTING FOR EUROPE NOR TEARING OF CLOTHES IN BELARUS

DON'T WORRY, BE HAPPY. On what grounds Lukashenko advised the West not to worry

From September 1 to 6, the Collective Security Treaty Organization (CSTO) joint operational-strategic exercise "Combat Brotherhood - 2023" will be held in Belarus. The exercises will take place at training grounds and terrain areas in the Brest, Grodno, and Minsk regions. Military contingents participating in the exercise have already begun relocating to Belarus.

Alexander Lukashenko was asked whether the West should view these exercises as any kind of special signal. In order to make it perfectly clear to Western counterparts, the President's response aligns well with the title of the famous American hit "Don't Worry, Be Happy", which translates to "Don't worry, be happy". We recommend giving it another listen. Indeed, it is reassuring.

"To be honest, I have not delved into the details of these exercises. But in the current situation, to avoid escalating tensions, there is no such combat component involved. Small units from some CSTO countries will be present, primarily working out staff matters, tactics, and future strategy. Therefore, they are all aware, as we notified them in advance," the President said.

At the same time, the head of state is confident that the corresponding theme will be utilized in the West. "There, Putin and Lukashenko have again plotted something in Belarus and are supposedly preparing an offensive against unfortunate Poland... Nothing of the sort. No offensive whatsoever. We are working out routine matters that were planned long ago. Therefore, neither you nor they need to worry about this," the Belarusian leader assured.

However, what the West should instead think deeply about is its future role in the global balance of power. Journalists asked whether Western hegemony has ended due to the increase in the number of BRICS members and plans for further strengthening of this structure. "I believe that Western hegemony has not yet come to an end. But this is a significant step in that direction. And it is not just the media who are concerned; high-ranking politicians are also on alert," Alexander Lukashenko said. "There is much to think about and reflect upon. This is a very strong step toward a multipolar world."

LUKASHENKO ON THE RESULTS OF THE BRICS SUMMIT: THIS IS A VERY STRONG STEP TOWARD A MULTIPOLAR WORLD, BUT WESTERN HEGEMONY HAS NOT YET ENDED

"BRICS has taken this step. That is positive. This is the first step," the President continued. "And then, perhaps, some settlement units or a currency may emerge. They fear this the most, especially the Americans who are in charge. They understand that tomorrow the dollar will be taken away from them, and a new currency will appear. And hegemony will end. The practice of living off printed money, as we say in Belarus, will no longer work. Instead of merely earning and printing these dollars around the clock, they will have to actually earn them, just as we and the entire world do."
