The Tax Inspectorate informs:
1. On the use of cash register equipment that does not meet the new requirements, effective July 1, 2025!
The Ministry of Taxes and Duties draws attention to the fact that, in accordance with the requirements of paragraph four of clause 17 and paragraph five of clause 25 of the Regulation on the Use of Cash and Other Equipment When Accepting Payments, approved by the Resolution of the Council of Ministers of the Republic of Belarus and the National Bank of the Republic of Belarus dated 06.07.2011 No. 924/16
(in the version entering into force on 01.07.2025, hereinafter referred to as Regulation No. 924/16) as of July 1, 2025, the use of cash register equipment that does not meet the requirements established by the Resolution of the Ministry of Taxes and Duties of the Republic of Belarus and the State Committee for Standardization of the Republic of Belarus dated 14.10.2022 No. 29/99 "On Requirements for Cash Summing Machines, Including Those Combined with Taximeters and Ticket Printing Machines," or by the Resolution of the Ministry of Taxes and Duties of the Republic of Belarus dated 29.03.2018 No. 10 "On Requirements for Software Cash Register Systems, Software Cash Registers, Operators of Software Cash Register Systems, and on the Work of the Commission for Assessing Compliance with Established Requirements" (in the version entering into force on 01.07.2025), is not permitted.
Business entities that continue to use cash register equipment not meeting the new requirements after July 1, 2025, shall be subject to administrative liability provided for in part one of Article 13.15 of the Code of the Republic of Belarus on Administrative Offenses, which stipulates a fine of up to fifty base units, for individual entrepreneurs – up to one hundred base units (4,200 rubles), and for legal entities – up to two hundred base units (8,400 rubles).
In view of the above, we draw attention to the fact that the amount of a possible fine is not comparable to the cost of updating or purchasing new cash register equipment; therefore, we recommend that business entities that have not carried out measures to update (replace) their cash register equipment take immediate steps to comply with the requirements of Regulation No. 924/16 and purchase (replace) their cash register equipment within the shortest possible timeframe.
For reference. As of May 26, 2025, 76 models (modifications) of cash register equipment meeting the new requirements are approved for use in the Republic of Belarus, including:
46 models of cash registers, 30 of which support the sale of marked goods;
30 models of software cash registers, 29 of which support the sale of marked goods.
Up-to-date information regarding the modification and cost of cash register equipment is available on the official website of the State Tax Committee at the following link: https://nalog.gov.by/tax_control/payment_control/documents/.
Additionally, we wish to inform you that as of July 1, 2025, the use of cash register equipment failing to meet the new requirements will fall outside the legal framework. Consequently, the Ministry of Taxes and Duties may consider the issue of remote blocking of such cash register equipment and its disconnection from the cash register control system after the aforementioned date.
Considering that as of May 26, 2025, 94.6 thousand business entities have already installed and are using cash register equipment, the deadlines for transitioning to cash register equipment that meets the new requirements will not be extended!
