1. Taxi receipt as a guarantee of passenger rights protection
When paying for a trip in cash or by bank payment card, the driver is required to issue a payment document (hereinafter – receipt) to the passenger, upon receiving which the passenger understands that their money did not bypass the carrier's cash register and that taxes will be paid from this amount.
The receipt not only confirms payment for the purchased taxi services but also guarantees the protection of the victim's rights in the event of an insurance case (fact of harm caused to the life, health of the passenger and/or loss, shortage, or damage (destruction) of their luggage during boarding, transportation, alighting of the passenger or loading, transportation, or unloading of luggage).
When boarding a taxi, before paying in cash, the passenger should ensure that the taxi is equipped with a software cash register for taxis or a cash adding machine combined with a taximeter (hereinafter – cash register equipment).
If the driver refuses to issue a receipt upon receiving cash payment for the trip from the passenger, the passenger may submit a complaint regarding the violation of the cash acceptance procedure via the "obrasheniya.by" system or by calling the tax authority's telephone reference system "Contact Center".

The passenger also has the right to inform the tax authorities of violations in the following cases in the specified manner:
absence of information about the carrier, driver, or vehicle in the Register;
failure to activate, malfunction of cash register equipment;
discrepancy between the amount paid and the cost of the trip indicated in the receipt;
absence in the receipt of the required details (name of the road carrier, TIN, vehicle license plate number, date and time of service start and end, total cost of services, unique identifier (24 alphanumeric characters, QR code), other information).
When making a trip in a taxi with malfunctioning or switched-off cash register equipment, the passenger, in case where there is no possibility to obtain a RECEIPTis entitled NOT TO PAY for the trip!
In the event of a conflict situation and if the driver poses a threat of causing harm to the life or health of the passenger, it is recommended to make a free call to the short number 102 and report the driver's unlawful behavior in a taxi.
In addition, the passenger can verify the reliability of the road carrier and check the location of both the driver and the vehicle in the "Registry of Road Passenger Transport in Irregular Service" (hereinafter – the Registry) by following the link: https://reestr.mtkrbti.by.
For reference. In accordance with the Decree of the President of the Republic of Belarus dated January 25, 2024 No. 32 "On Road Passenger Transport", a state information resource "Registry" has been introduced. The registry includes information on road carriers, vehicles, vehicle drivers, dispatchers of road passenger transport in irregular service, and taxi dispatchers.

2. On the use of cash register equipment
Tax authorities remind that economic entities must replace or upgrade cash register equipment by April 1, 2025! Legal entities and individual entrepreneurs who have not replaced or upgraded their cash register equipment must immediately contact the technical service centers for cash registers or the operators of software cash register systems.
Information on new models of cash register equipment, areas of application, and suppliers is posted (and updated) on the official website of the Ministry of Taxes and Duties in the Tax Control / Control over Acceptance of Payments and Use of Cash and Other Equipment section.
As of February 14, 2025, the following are approved for use (comply with new requirements):
- 27 models of cash registers, 16 of which support the sale of marked goods,
- 21 models of software cash registers, 20 of which support the sale of marked goods.
