What are the consequences of participating in unauthorized mass events?

Regarding liability for participation in unsanctioned mass events, district police inspector Andrey Tolopilo provides information:

Since March 1, 2021, the updated Code of the Republic of Belarus on Administrative Offences has entered into force. In particular, it provides for stricter penalties for participation in unsanctioned mass events, insulting officials, and disobeying police officers in the performance of their official duties, as well as introduces liability for children's participation in rallies. In the framework of the electoral campaign and preparation for the single voting day on February 25, 2024, the Miory District Executive Committee adopted Decision No. 972 of December 8, 2023, "On Determining Places Prohibited for Picketing for the Purpose of Collecting Voters' Signatures", and also on January 11, 2024, the Miory District Executive Committee adopted Decision No. 11 "On Determining Places for Holding Mass Events (outdoor meetings, rallies, picketing) on a Notification Basis, Organized by Candidates for Deputies and Their Authorized Representatives". The maximum fine for participation in an unsanctioned mass event (Article 24.23 of the Code of the Republic of Belarus on Administrative Offences) has been increased from 30 to 100 basic units, and upon repeated liability - from 50 to 200 basic units. The maximum term of administrative arrest for repeated participation in unsanctioned events within a year now ranges from 15 to 30 days, and the article's provisions also stipulate community service. Penalties for disobeying a lawful order or requirement of an official in the performance of their official powers (Article 24.3 of the Code of the Republic of Belarus on Administrative Offences) have been tightened: the maximum fine has been increased from 50 to 100 basic units. The fine for insulting an official in the performance of their official duties (Article 24.5 of the Code of the Republic of Belarus on Administrative Offences) has also been increased from 20 to 30 basic units, and up to 200 basic units if the insult was published publicly. For the illegal use and manufacture of flags, pennants, placards, emblems, or symbols prohibited by legislative acts, a fine ranging from 5 to 20 basic units is also provided, for individual entrepreneurs and legal

legal entities - up to 40 and 60 base units, respectively. Individuals and internet resources continue to actively call on citizens to participate in them. Minors and young people remain the most vulnerable to such appeals. Parents must keep their children's safety in mind and prevent them from falling under the negative influence and manipulation by the organizers of the disturbances. It is also important to note that, as of today, parents may face penalties for their children's participation in unsanctioned events in the form of a fine ranging from 5 to 30 base units. We urge residents of the district to always remain sensible, refrain from giving in to calls and provocations, consider the consequences of their actions, and always keep their loved ones in mind.
