1. Once again on the salary that does not exist

Another appeal for assistance from individuals deceived by an employer who promised adequate remuneration for work performed "off the books", yet "forgot" about this commitment, compels us to repeatedly emphasize: "By accepting an 'envelope' salary, you yourself (voluntarily!) subject yourselves to a situation lacking established rules and deprive yourselves of protection, whether social or financial." Your verbal arrangements are unlikely to serve as a substantial argument when asserting your rights to compensation for your work.

We strongly recommend opting for official employment relations: this ensures peace of mind for you and is "pleasant" for the budget.

We would also like to remind employers that if a supervisory authority establishes facts of payments made from funds excluded from taxation, the personal income tax shall be paid not by the income recipient, but by you directly, at a rate of 26% (instead of the standard rate of 13%).

State Tax Inspection for the Polotsk District

2. If an individual entrepreneur does not carry out activities for 2 years or more

The State Tax Inspection for the Polotsk District informs that, in accordance with part 2, subparagraph 3.1, paragraph 3 of the Regulation on Liquidation (Termination of Activities) of Business Entities, approved by Decree of the President of the Republic of Belarus No. 1 dated January 16, 2009 "On State Registration and Liquidation (Termination of Activities) of Business Entities" (hereinafter referred to as the Regulation), an individual entrepreneur shall be subject to liquidation by decision of the property owner in the event of failure to conduct entrepreneurial activities for 24 (twenty-four) consecutive months.

Upon termination of activities, an application for termination of activities shall be submitted to the registration authority, indicating therein information on the procedure and deadlines for termination of activities, engagement of individuals under employment and/or civil law contracts, as well as other documents and information specified in paragraph 7 of the Regulation, by personal appearance of the individual entrepreneur or a person authorized to act on his behalf, pursuant to a notarized power of attorney. The aforementioned documents may be submitted in electronic form, provided that their integrity and authenticity are confirmed by an electronic digital signature.

3. About the Rating Portal

In the Republic of Belarus, the rating portal for assessing the quality of service provision and administrative procedures (http://качество-услуг.бел/admin/organization/profile/local-registry) operates, which was established to ensure, through questionnaires (surveys), the most objective assessment of the efficiency of organizations' activities in providing services to the public.

Through the Portal, you can express your opinion on the quality of service provided to the public by state bodies and organizations, including the MNS Inspectorate for the Polotsk District, by evaluating:

- the simplicity and clarity of the process of obtaining a service or carrying out an administrative procedure;

- compliance with the established timeframe for providing a service or carrying out an administrative procedure;

- accessibility of information on the procedure for obtaining a service or carrying out an administrative procedure;

- courtesy and friendliness of staff.
