Miory Regional Executive Committee
A unified day for receiving citizens by members of the Council of the Republic took place in the Vitebsk Region.
Dokshitsy District
The reception of citizens at the Begoml Rural Executive Committee of the Dokshitsy District began following a collective appeal from residents of one of the buildings in Minsk.
Residents not only of the Vitebsk Region but also of Minsk had pre-registered to meet with Natalia Kochanova, Chairwoman of the Council of the Republic of the National Assembly.
The scope of appeals was broad: healthcare, housing and communal services, housing, and others.
A resident of Minsk sought assistance regarding the allocation or construction of rental housing.
The native of the Vitebsk Region explained that he had moved to the capital two and a half years ago.
Today, due to objective reasons, the man is not entitled to join the waiting list for those in need of improved housing conditions.
However, the housing issue remains pressing: difficult family circumstances and limited financial means.
Natalia Kochanova instructed a detailed review of the situation.
Oleg Korzun, Deputy Chairman of the Minsk City Executive Committee, assured that all possible options would be considered and optimal solutions proposed.
Speaking about housing construction across the country, Natalia Kochanova recalled the directive of the head of state, who requires active development of districts to prevent drawing all labor resources into Minsk.
The change of the designated use of a land plot in private ownership in Borisov was of interest to another applicant.
The man clarified that he had purchased the plot two years ago for construction purposes.
However, the documents indicate reconstruction of the existing facility on the site.
Initially, the applicant intended to build a multi-purpose center on this site.
Later, his plans changed, and now the man is requesting permission to construct a residential building.
Natalia Kochanova promised to assist in clarifying all the nuances.
The documents left by the man will be forwarded to the State Property Committee.
A resident of Vitebsk requested assistance in resolving an employment matter. The woman had appealed to various authorities, and while options were presented to her, potential employers turned her down. The applicant clarified that she herself declined one of the offers not because of unreasonable requirements, but due to a lack of the necessary knowledge for the proposed position, which would require additional training. In certain instances, she was notified that her qualifications did not correspond to the stated vacancy.
Deputy Chairman of the Vitebsk Regional Executive Committee Vyacheslav Durnov reported that options had previously been presented to the woman. He stated that, as of today, there are suitable vacancies available in the database that could be offered to her.
Natalya Kochanova directed that the matter be examined thoroughly, the causes of the current situation identified, and the progress of its resolution monitored going forward.
A resident of Begoml requested attention be paid to road conditions and the adequacy of street lighting. She also raised concerns regarding healthcare and retail services. Specifically, she addressed staffing levels at the local hospital, accessibility of specialist consultations, and the closure of a consumer cooperative store.
Chairman of the Dokshitsy District Executive Committee Sergey Abiralo provided comments on the organization of retail services.
Head of the Main Department of Healthcare of the Vitebsk Regional Executive Committee Mikhail Vishnevetsky provided information on the hospital's staffing levels. He noted that four physicians are currently employed in Begoml: two general practitioners, a physician-therapist, and a dental therapist. Starting August 1, a young specialist—a pediatrician—is scheduled to join the staff.
Natalya Kochanova announced a planned visit to Begoml and Dokshitsy this spring, during which she intends to inspect the local hospitals and oversee the situation.
Addressing matters of municipal improvement and maintenance, she urged local officials to be more open and proactive.
“I consistently advise officials at all levels: you must establish rapport with the public, engage in meetings, and maintain open dialogue. Explain what changes are being planned,” she emphasized.
Several residents of Glubokoye addressed questions to Natalia Kochanova. One of the applicants requested assistance in connecting a residential building to the power grid. Another resident of the district center asked for help in resolving a property dispute.
Residents of Vitebsk requested assistance in resolving a land issue in a gardening partnership. The plot in question was inherited from their parents. A new neighbor encroached on the boundaries and occupied part of their land. Resolving the situation is hindered by a technical error in the documents that incorrectly established the boundary.
An employee of an agricultural enterprise in Begoml inquired about the possibility of purchasing rented housing. The complication lies in the fact that the enterprise that previously owned the house has been liquidated. The house itself has been transferred to communal ownership, while the enterprise owes a debt to the bank.
Among other issues raised by applicants to Natalia Kochanova were tax deductions, real estate acquisition, and major repairs.
Orsha District
In Orsha, a personal reception of citizens is being conducted by Marina Ilyina, member of the Standing Commission of the Council of the National Assembly of the Republic of Belarus on Education, Science, Culture and Social Development, and Chairman of the Education Committee of the Minsk City Executive Committee.
Issues raised by Orsha residents concern not only the social sphere but also housing and utility services. During the reception, topics such as the replacement of engineering utilities, legislation and application of the norms of the Code on Marriage and Family, violation of children's rights, establishment of guardianship, and the activities of one of the region's creative collectives are being discussed.
Sharkovsky District
At the Sharkovsky District Executive Committee, an outreach personal reception of citizens is being conducted by Valentin Bayko, Deputy Chairman of the Standing Commission of the Council of the Republic on Economy, Budget and Finance, and Deputy Director for Development of SOOO "Conte Spa".
Also participating in the discussion of issues concerning residents of the region are the Chairman of the District Executive Committee Sergey Kashmilo and his deputy Andrey Shinkievich.
Issues regarding the privatization of rented housing and the improvement of road infrastructure near a school were among the matters raised by residents of the Sharkovsky District to the senator.
A resident of the district center inquired about how it is possible to privatize or purchase rented housing. Valentin Bayko noted:
"Under current legislation, this house cannot be privatized. I will raise this issue at the Council of the Republic – it needs to be studied in detail, and perhaps amendments should be made to the legislation, because similar difficulties in acquiring housing ownership are faced by citizens across the country".
The head of an educational institution raised concerns regarding student safety when boarding and alighting from the school bus. Following discussions with the district administration, a decision was made to construct a pull-out bay for safe boarding and alighting, as well as to install a sidewalk leading to the vehicle parking area. Funding will be allocated from the district budget this year to resolve this issue. "Children's safety is paramount," the senator stressed.
Polotsk District
Tamara Petrovna Krasovskaya, Member of the Standing Commission of the Council of the Republic on Education, Science, Culture and Social Development, and Chairman of the Committee on Labor, Employment and Social Protection of the Minsk Regional Executive Committee, is conducting a personal reception of citizens at the Polotsk District Executive Committee.
Citizens submitted inquiries concerning the social sphere, as well as the rehabilitation of children with disabilities, socio-labor relations, and occupational health and safety.
Lyozno District
In Lyozno District, the reception is being conducted by Konstantin Sirotin, Member of the Standing Commission of the Council of the Republic on Foreign Affairs and National Security, Chief Engineer and First Deputy General Director of JSC "Mogilevkhimvolokno".
Female residents of Chernoruchye village approached the parliamentarian with a question regarding the major repair of their home.
- Citizen receptions serve as an important mechanism for strengthening interaction between the state and society, enabling us to better understand the needs and expectations of citizens, thereby facilitating more effective legislative decision-making. Today we heard the issues encountered by district residents and provided clarifications – this is the initial step toward providing assistance," the senator remarked.
Shumilina District
In Shumilino, a citizen reception was conducted by Sergei Meleshkin, a member of the Standing Commission on International Affairs and National Security of the Council of the Republic and Head of the Vitebsk Regional Department of the Ministry of Emergency Situations of the Republic of Belarus.
During the personal reception, two applicants submitted inquiries regarding housing conditions and assistance in the dismantling of balconies during the major renovation of a multi-story building.
The parliamentarian provided comprehensive clarifications on several issues raised, advising that all opportunities currently available through the state, which are currently underutilized by citizens, be made use of in their resolution. Following the reception, the appeals will be forwarded to the relevant state authorities and placed under control.
Lepel District
In Lepel, the reception is being conducted by Sergei Fyodorovich Aleynik, Chairman of the Standing Commission on International Affairs and National Security.
Also participating in the citizen reception are the district head Mikhail Kisilevich, Kristina Dorokhova, a member of the Youth Council at the Council of the Republic of the National Assembly of the Republic of Belarus, competent specialists from the Lepel District Executive Committee, and other invited guests.
One of the issues raised by a resident of Lepel concerned the processing of an inheritance. The citizen encountered a problem due to an error in the Unified State Register.
The problematic issue was examined in detail with the participation of a notary, clarifications were provided to the citizen, and the matter was placed under the control of a member of the Council of the Republic.
Siennoye District
Roman Brodov, Chairman of the Standing Commission of the Council of the Republic of the National Assembly of the Republic of Belarus on Economy, Budget and Finance, is conducting a citizen reception at the Siennoye District Executive Committee.
The Chairman of the District Executive Committee, Alexander Klyachin, is participating in the proceedings. Also present are Mikhail Viluyo, Chairman of the District Council of Deputies, Oleg Tetyuyev, Head of Administration of the District Executive Committee, and Ivan Kvashko, Chairman of the Youth Council at the Siennoye District Council of Deputies.
Vitebsk
Land disputes, healthcare services, pensions, and housing and communal services issues – these are the matters that residents of the regional center addressed to Alexander Maksimchuk, Member of the Standing Commission of the Council of the National Assembly of the Republic of Belarus on Regional Policy and Local Self-Government and General Director of the Brest Regional Unitary Enterprise "Housing and Communal Services Management", during a citizens' reception held at the Vitebsk City Executive Committee.
As the parliamentarian noted, many issues are raised repeatedly, primarily concerning housing and communal services. These relate to capital repairs, routine maintenance, and water supply and sewerage systems. Significant efforts are being made across the country to improve this sector. According to the senator, the number of complaints has decreased by 5–10% over the past five years, although certain problems persist.
The priority is to respond promptly to complaints and resolve issues effectively and in a timely manner. Maintaining direct feedback with citizens is essential. Certain sensitive matters arise regarding land disputes where legislation does not permit a decision in favor of the applicant. In such cases, it is necessary to provide clear explanations and engage in persuasion.
“This format of engagement with residents from various regions helps identify public concerns. We gather all relevant information and analyze it at the Council of the Republic level. Where required, we forward appeals to the respective sectoral ministries and agencies. We examine issues through the lens of existing legislation and assess whether amendments to regulatory acts are necessary,” Alexander Maksimchuk stressed.
Braslav District
In Braslav, Dmitry Zakharchook, Member of the Standing Commission on Regional Policy and Local Self-Government and Chairman of the Volkovysk District Executive Committee, met with district residents. Two residents of Braslav took advantage of the opportunity for direct dialogue with the parliamentarian.
Topics raised by applicants concerned private business operations, specifically the need for additional energy capacity to conduct economic activities.
Each appeal was carefully reviewed; explanations were provided on-site for several of them, while others were placed under control for further resolution.
Beshenkovichy District
Within the framework of the Unified Day of Citizen Reception at the Beshenkovichy District Executive Committee, a personal reception was conducted by Valery Vladimirovich Gaydukevich, Deputy Chairman of the Standing Commission of the Council of the Republic on International Affairs and National Security, and Chairman of the Board of the Public Association "Belarusian Union of Veterans of the Afghan War".
The citizen reception was attended by the district head Galina Unukovich, Chairman of the District Council of Deputies Alexander Erasov, Head of the Ideological Work and Youth Affairs Department Olga Fieshko, and Chairman of the District Branch of the Public Association "Belarusian Union of Veterans of the Afghan War" Valery Safonov.
Two individuals addressed the senator, one of whom had traveled to Beshenkovichy from Braslav.
A veteran of the Afghan War raised the issue concerning eligibility for a preferential pension.
Meanwhile, a resident of our urban-type settlement voiced the problem of obtaining Belarusian citizenship.
The senator emphasized that citizen receptions play a key role in strengthening the bond between the state and society, enabling a deeper understanding of the needs and aspirations of the population, which in turn contributes to improving the quality of legislative initiatives and decisions made.
During his stay in Beshenkovichy, Valery Gaydukevich visited Secondary School No. 2 in the district center, where he familiarized himself with the educational institution's work on the military-patriotic upbringing of the younger generation.
Ushachy District
In Ushachy, residents of the district had the opportunity to address Natalia Pavlyuchenko, Chairwoman of the Standing Commission on Education, Science, Culture and Social Development.
The question raised by a resident of Beloye village concerned the possibility of laying optical fiber communication lines from "Beltelecom" in the settlement, followed by connecting subscribers to the GPON technology, which provides high-speed internet access.
Chashniki District
In the Chashniki district, the reception is being conducted by Andrei Petrovich Zhamoida, Member of the Standing Commission of the Council of the National Assembly of the Republic of Belarus on Legislation and State Building, Director of RDUPP "Konus" of RUE "Scientific and Practical Center of the National Academy of Sciences of Belarus on Agricultural Mechanization".
The first appeal came from a resident of the district center. It concerned a complaint against neighbors regarding violations of the rules for the use of residential premises.
Postavy district
At the Postavy District Executive Committee, Leonid Zayats, Chairman of the Standing Commission of the Council of the National Assembly of the Republic of Belarus on Regional Policy and Local Self-Government, held a reception for citizens on issues that are problematic for them.
Two residents of the district center registered for a reception with Leonid Konstantinovich.
The first applicant was interested in the possibility of amending legislation — specifically, including work experience in the Russian Federation in pension calculations in our country. Since this citizen is scheduled to retire this year, the issue is particularly relevant for her. The senator listened to the woman carefully and explained that the matter requires detailed coordination with the Ministry of Labor and Social Protection. He promised to take it under control and discuss the problem with the ministry's specialists.
The second applicant described a prolonged conflict with the cohabitant of her neighbor. After listening to the woman's arguments, as well as explanations from the Deputy Chairman of the District Executive Committee Stanislav Chimburg and the Head of the District Department of Internal Affairs Dmitry Kutalev, Leonid Konstantinovich suggested that she still try to find ways toward reconciliation. At the same time, he promised to instruct the relevant services to thoroughly examine the situation.
Concluding the reception, Leonid Konstantinovich noted:
— The Council of the Republic holds public receptions on a regular basis. The number of registrations in Postavy was small. On the one hand, this underscores that the local executive authority operates in close contact with the population and resolves pressing issues. On the other hand, direct communication with lawmakers is extremely important. At such meetings, issues requiring the closest attention are raised: not only complaints and appeals, but also constructive proposals. If this channel of communication is well-established, it is much easier for us, the legislative and executive authorities, to jointly resolve problems that concern citizens.
Gorodok District
The public reception at the Gorodok District Executive Committee was conducted by Irina Levkovich, Deputy Chairperson of the Standing Commission of the Council of the Republic of the National Assembly of the Republic of Belarus on Economy, Budget and Finance, and Head of the Main Directorate of Trade and Services of the Vitebsk Regional Executive Committee.
During the reception, a resident of the district center approached the senator, stating that he is a person with a disability and wishes to avail himself of a benefit for housing and utility services. There is only one nuance preventing him from being included in the list of beneficiaries: two able-bodied sons are registered at the apartment along with the man. Irina Levkovich explained to the applicant that, according to current legislation, persons with disabilities of groups I and II who do not have able-bodied family members legally obligated to support them, and who live alone or only with such persons with disabilities and/or non-working pensioners, are entitled to this benefit.
– Such appeals are an important reason to remind everyone of the very essence of our social policy, – Irina Levkovich emphasized. – Benefits for housing and utility services for persons with disabilities are a gesture of state support for those who cannot receive it from their families. The law sees able-bodied sons not as a formal "obstacle", but as the primary and main support for their father. The state seeks to supplement, rather than replace, family care. It is my duty as a senator to clearly explain these principles.
The citizen also raised issues concerning the repair of the canopy on the residential building and water heating. Irina Levkovich instructed specialists to look into the situation on site. These appeals remain under the personal control of the senator until resolved.
With Ulyana Zhandarova-Leonova, Chairperson of the Youth Council of the Gorodok District of the fifth convocation, Irina Levkovich discussed the main areas of activity of the youth body, as well as priority and long-term plans and tasks.
Tolochin District
Member of the Council of the Republic Gleb Lapitsky conducted a personal reception of citizens in Tolochin.
"Field receptions in the regions allow us to truly understand the situation on the ground, understand people's needs, and assess the actual effectiveness of local authorities' work. Such direct dialogue without filters is the best way to stay closely informed and see where the efforts of the Council of the Republic need to be directed to provide specific assistance in resolving social and economic issues. Dialogue with civil society is the key to the sustainable development of each region and the country as a whole".
The senator reviewed the economic and social situation in the district, examined the problems faced by residents, and paid particular attention to the measures taken by local authorities to resolve them.
Rossony District
Member of the Council of the Republic of the National Assembly of the Republic of Belarus Boris Tikhamirov held a public reception in Rossony. All inquiries submitted by residents of the district center during the reception concerned electric heating.
Galina Savitskaya represented not only her own interests but also those of other residents of Rodion Okhotin Street. She had previously applied to the District Power Grid in 2020 but was denied. The stated reason was the lack of technical feasibility.
According to Alexey Amosov, Head of the District Power Grid, the design service life of the networks is 30 years, after which they must be replaced. Under the state program, reconstruction of the lines on Okhotin Street is scheduled for 2028. As an alternative, switching to gas supply could be considered, particularly since a gas main already runs along this street.
District Head Alexey Garbul has instructed the gas utility to evaluate this option.
Nona Lozhanova resides on Bogdanovicha Lane. She submitted an application for connection in 2023.
Although the lane is not included in the current program, Alexey Amosov assured that the power engineers will replace the transformer. This will enable residents to connect by the end of 2026.
Glubokoye District
A meeting was held in Glubokoye with Alexey Vasiliev, Deputy Chairman of the Standing Commission of the Council of the Republic on Legislation and State Building.
The event was attended by representatives of the district authorities, including Pyotr Belusya, Chairman of the Glubokoye District Executive Committee, and Vera Telitsa, Chairwoman of the Glubokoye District Council of Deputies.
During the reception, the parliamentarian reviewed social matters and held discussions with district leadership and youth activists regarding their perspectives on the development of the social sphere and the prospects of the agro-industrial complex, within the framework of the socio-economic development program for 2026–2030 adopted by the All-Belarusian People's Assembly.
"Unified reception days are a centralized form of work with voters that, on the one hand, allows getting as close as possible to people's actual concerns, and on the other hand, enables conducting an analysis of the effectiveness of adopted legislative acts for a specific region, since each region has its own specifics."
The meeting took place in a constructive atmosphere conducive to strengthening dialogue between republican and regional authorities.
Dubrovna District
In Dubrovna District, the reception was conducted by Viktor Kondratovich, a member of the Standing Commission of the Council of the Republic on Education, Science, Culture and Social Development, and chief physician of the Minsk City Clinical Oncology Center.
Citizens therefore approached him with questions related to health that required clarification and consultation, rather than complaints.
Residents of Orsha did not miss the opportunity to attend a reception with a specialist capable of providing advice on healthcare matters.
The senator inquired about the region's development, addressed issues raised by district management to discuss them later in the Council of the Republic. Regarding Dubrovna District, the most pressing issue currently at the forefront is the retail supply to the rural population. Thanks were also expressed.
Specifically, Elena Tikhonova, Chairperson of the District Council of Deputies, noted that last year, thanks to state support, significant repair works were carried out at the Dubrovna Central District Hospital, the material and technical base was strengthened, and considerable efforts were made toward the improvement of public areas.
Miory District
In Miory, the reception was held by Natalia Markovich, a member of the Standing Commission of the Council of the Republic on Regional Policy and Local Self-Government, and Chairperson of the Ushachy District Council of Deputies.
Valeriy Drabo, Chairperson of the Miory District Council of Deputies, participated in the citizens' reception.
At the meeting attended by Natalya Markovich, prospects for the development of the region were discussed, including all sectors of socio-economic activity. Particular attention was given to preparations for the city of Miory for the regional festival-fair of rural workers, "Dazhynki-2026". In connection with this event and in accordance with the implementation of the socio-economic development program of the Miory District, the development of tourism potential has been identified as one of the key priority areas. A strategy for the development of the "Yelnia" Ecological Park is currently being drafted.
