Miory Regional Executive Committee
The efficiency of the work of state institutions ensuring the operations of budgetary organizations in the northern region was discussed at the Vitebsk Regional Executive Committee.
The meeting was chaired by the Chairman of the Regional Executive Committee Alexander Subbotin, with the participation of the Chairman of the Constitutional Court Pyotr Miklashkevich and the Presidential Assistant – Inspector for the Vitebsk Region Vladimir Yurgievich. In videoconference mode, city and district executive committees, as well as administrations of districts of the regional center, joined the proceedings.
At the beginning of the meeting, the head of the northern region introduced the new members of the Regional Executive Committee. In accordance with the Presidential Decree, the Chairman of the State Control Committee Vladimir Godyatskiy and the Military Commissar of the Vitebsk Region Sergei Kunakhovets have been included in the composition of the Regional Executive Committee.
The key topic for discussion was the results of the work of state institutions ensuring the operations of budgetary organizations in the northern region. This refers to centers that maintain accounting records and perform other functions for their subordinate budgetary organizations. Such centers were established to improve the efficiency of the use of budget funds in accordance with the Head of State's Decree "On Ensuring the Operations of Budgetary Organizations" and began their work five years ago.
– Initially, 32 centers operated in the Vitebsk Region; today, taking into account reorganization and optimization, there are 25: one at the district level, one at the city level, and two at the regional level. After five years, it is already possible to summarize their activities: what has been accomplished, what remains to be done, and problematic issues. And to determine measures that need to be taken to ensure these centers operate even more efficiently," Alexander Subbotin noted.
In the northern region, the centers serve more than 1,290 budgetary organizations with a staff size of over 54,000 positions. The vast majority are educational institutions: more than 840. The centers also serve cultural and sports institutions, archives, executive committees at the primary level, and a number of other organizations.
In addition, they perform other functions, including the maintenance of state property, the organization of occupational safety and fire safety measures, storage of inventory and equipment, personnel management, provision of road transport services, including transportation of children to and from educational institutions, and delivery of food supplies to educational institutions.
“The establishment of these centers has enabled the legalization of centralized accounting units that previously operated within various budget-funded institutions, optimized staffing levels, and increased salaries for accounting department staff,” Evgeny Korostik, Head of the Main Financial Administration of the Regional Executive Committee, noted during his report. “In 2024, 53.5 million rubles have been allocated for the maintenance of these centers in the Vitebsk Region. These expenditures are primarily operational in nature, covering wages, utilities, and other services necessary for the centers’ functioning. A minor portion is reserved for upgrading and strengthening their material and technical infrastructure.”
Issues such as the efficiency of the centers’ operations, their functions, staffing and personnel retention, prospects for salary increases and provision of rental housing for specialists, and compliance with budget legislation were among the topics addressed at the open session. Particular attention was given to existing challenges, including the proper conduct of state procurement procedures, and potential solutions.
“Overall, the performance of the centers can be assessed as satisfactory. There is uninterrupted processing of transactions through organizational accounts, timely payment of salaries and taxes, and regular submission of accounting, financial, statistical, and other reporting. The transportation of students and food supplies to educational institutions is also maintained at an appropriate level,” Evgeny Korostik concluded.
