A republican seminar on involving unused property into economic circulation was held in the Vitebsk Region.
Work practices were examined based on the experience of the Beshenkovich District. The event was attended by Vitaliy Nevera, Chairman of the State Property Committee, Anzhelika Nikitina, Deputy Chairman of the Vitebsk Regional Executive Committee, as well as representatives of republican and local authorities, organizations, and the business community.
In his opening remarks at the plenary session of the seminar, Vitaliy Nevera noted that over the past three years the Vitebsk Region has shown positive dynamics in bringing unused state property into economic circulation, with an increasing number of new production facilities being established in the region.
"As practice demonstrates, revitalizing unused property is a rather arduous and challenging process. It does not always occur instantaneously or rapidly. Sometimes it requires a considerable amount of time, often spanning multiple years. However, we fully recognize that once revitalized, these assets become drivers of growth and attract local communities. They create additional employment opportunities and generate further revenue for the budget," the Chairman of the State Property Committee stressed.
For her part, Galina Unukovich, Chairwoman of the Beshenkovich District Executive Committee, noted that the most effective approach in the district to utilizing state property and reducing the volume of unused assets is their free transfer into private ownership for the implementation of investment projects.
During the seminar, participants visited several enterprises where new production facilities have been established. The first site visited was the incubation workshop of Vitkonprodukt LLC in Beshenkovichy. It was established on a previously unused former auto service station, which was transferred into private ownership for an investment project. The facility has an annual capacity of 16 million eggs. The production site is equipped with modern eco-friendly equipment that has no equivalents in Belarus, enabling import substitution for broiler chicks.
In addition, facilities for raising young birds and breeding stock were built to support the incubator's operations. This made it possible to replace imported hatching eggs.
Subsequently, seminar participants visited Lufter LLC, a confectionery factory with Chinese capital participation. In 2023, an unused building of a former gymnasium in the urban-type settlement was handed over for the implementation of this investment project. The total cost of the investment project amounts to 7 million rubles. During the implementation of its first stage, 4.1 million rubles have already been invested, including 3 million rubles spent on equipment procurement.
It should be noted that the confectionery factory in Beshenkovichi is included in the list of investment projects under the "One District – One Project" program. Currently, 64 people are employed at the enterprise, and the produced goods are exported to the Russian Federation.
"The 'One District – One Project' initiative involves bringing unused property into economic circulation in nearly 80% of cases. In very few regions do we construct new facilities from scratch when implementing projects. Typically, former buildings that had previously remained unused are selected, modernized, and reconstructed. Investments are attracted for these purposes, equipment is installed, and thus the 'One District – One Project' initiative is implemented. New jobs are created, which in the future will contribute not only to budget revenues but also to a decent standard of living for our population in the regions," said Angelika Nikitina, Deputy Chairman of the Vitebsk Regional Executive Committee.
The next facility visited as part of the republican seminar was the production site of the Republican Unitary Enterprise "Belmedpreparaty".
For over 10 years, unused permanent structures of a former reinforced concrete products plant remained in the district's municipal ownership in Beshenkovichi. In 2014, they were transferred to the investor free of charge for the implementation of a project aimed at establishing a pharmaceutical production facility.
The project has been successfully implemented over several years. Investments exceeding 20 million have been made, and more than 3 million US dollars in foreign investments have been attracted. In the first half of 2024, the property was transferred to the ownership of the Republic of Belarus and assigned to the Republican Unitary Enterprise "Belmedpreparaty" under the right of economic management.
At present, preparatory and commissioning works have been carried out on-site, equipment functionality has been verified, and a trial batch of pharmaceutical products has been manufactured. An inspection of the production facility for compliance with GMP standards has been completed, with certification expected in July 2025. Concurrently, efforts are underway to secure an investor.
Another project under the "One District – One Project" initiative is also being successfully implemented in the Beshenkovich region: in 2023, the Limited Liability Company "Skorpio-Kvetka" launched production of food flavorings. To support this investment project, an unused building of a former school in the agrotown of Budilovo was transferred to the enterprise free of charge. Utilizing the transferred assets, a production facility for liquid and dry flavorings was commissioned, and a laboratory was established. Currently, a filling line for food flavorings in small containers has been procured and installed.
"Skorpio-Kvetka" is the sole manufacturer of flavorings in the Republic of Belarus, with production capacities sufficient to meet the complete demand of domestic enterprises. In 2025, the company plans to commission a new facility for the production of non-food flavorings targeted at export markets. Concluding the first day of the seminar, the Chairman of the State Property Committee noted that the Beshenkovich district approaches the integration of idle assets into economic circulation in a rational and well-considered manner.
"Local authorities have established effective cooperation with potential investors, and many previously unused facilities have been brought back into use. Two projects – a confectionery factory and a flavor production facility – are being implemented under the "One District – One Project" program initiated by the Head of State. As is well known, its objective is to support and develop initiatives with a focus on creating new jobs. Notably, the aforementioned projects are both import-substituting and export-oriented," Vitaliy Nevera concluded.
