The Tripartite Agreement between the Vitebsk Regional Executive Committee, the Regional Union of Employers, and the Regional Federation of Trade Unions, signed for the period 2025–2027, will serve as a stimulus for the development of the regional economy and a guarantee of social protection for citizens.

– This document is important and relevant, and fully reflects the goals of the quality five-year plan announced in Belarus. Quality is a broad concept that includes enterprise operations, workforce training, social guarantees, and other aspects. All of this is aimed at improving people's quality of life. It is precisely this that we have laid at the foundation of the tripartite agreement. If everyone adheres to its provisions, we will be able to achieve high-quality development of our region, – emphasized Anzhelika Nikitina, Deputy Chairman of the Regional Executive Committee.

The previous agreement has been completed. As Anzhelika Nikitina noted, the times were challenging, both during the pandemic and under sanctions; nevertheless, the Vitebsk region's economy is developing dynamically, investments are being made, production volumes and trade turnover are increasing, and people's incomes are exceeding planned levels. This indicates that the partnership arrangements have proven effective. The new agreement is also primarily aimed at protecting citizens' interests, raising wages, promoting employment, and fulfilling social guarantees, which is very important for every worker today. This is directly linked to increasing labor productivity and, ultimately, to the socio-economic development of the region and the country.

To date, coverage by such agreements stands at 95%, or more than 3.5 thousand organizations across both the real and social sectors. According to Anzhelika Nikitina, they serve as a key reference document for joint actions regarding the observance of workers' rights and guarantees. The new document has been updated with current provisions, including those related to workforce training, retention of young specialists, social guarantees for working pensioners, and others.

The importance of the worker guarantees embedded in the agreement was highlighted by Yuri Derkach, Chairman of the Regional Federation of Trade Unions.

– The primary objective of the document is to ensure the socio-economic development of the region and provide social protection for labor collectives and each citizen. It preserves key provisions. These include wages in the public sector – set at 80% of the national average salary, 40% – for pension provision, employment, legal awareness, the goal of zero occupational injuries, and the training of specialists in high-demand trades. Trade unions, employers, and government bodies are highly committed to the socio-economic development of the region, which is directly linked to improving residents' well-being. It is important that labor collectives remain focused on the results of their work. After all, the standard of living depends on economic performance, – explained Yuriy Derkach.

The Chairman of the Regional Union of Employers, Vasily Chekan, noted that all enterprise managers supported this agreement.

– It is intended to foster the development of the regional economy, upon which the well-being of every resident depends. This document is not set in stone. Should the need arise, specific amendments may be introduced, – emphasized Vasily Chekan.
