According to operational data from the Vitebsk Regional Department of the State Labor Inspectorate (hereinafter - the Department), in organizations in the Vitebsk Region, the total number of workplace accidents in Q1 2025 was 36, compared to 40 cases in the same period of 2024 (a decrease of 10%).

During this reporting period, as a result of workplace accidents in organizations in the Vitebsk Region, one fatal accident was registered due to the personal negligence of the victim herself (in the same period of 2024 - 0).

In Q1 2025, one accident resulting in a serious injury due to a road traffic accident was registered in organizations in the Vitebsk Region, accounting for 7.7% of the total number of seriously injured persons (in the same period of 2024 – 4 cases, 16.7%).

This year, a significant decrease of 45.8% in workplace injuries resulting in serious injuries has been recorded.

At the same time, an increase in accidents leading to serious workplace injuries in the current period of 2025 compared to Q1 2024 has been noted in organizations located in the following areas: Orsha District – 4 (same period in 2024 – 3), Glubokoye District – 2 (1), Oktyabrsky District of Vitebsk City – 2 (1), Dokshitsy District – 1 (0).

Regarding accidents not classified as serious workplace injuries, an increase in workplace injuries in Q1 2025 compared to the same period in 2024 has been recorded in organizations in the following districts (territorial units): Vitebsk City – 6 cases (Q1 2024 – 4) and correspondingly in the Administration of the Pervomaysky District – 4 (2); Orsha District – 4 (3); Glubokoye – 2 (0); Dokshitsy and Postavy districts – 2 (1); Gorodok, Lyozna, Senno, Shumilino districts – 1 (0).

During the reported period, one accident was registered involving a person under the influence of alcohol.

Based on the results of completed investigations with severe consequences (fatal and serious injuries), common causes of accidents that occurred in the first quarter of 2025 have been identified (as a percentage of the total number of causes):

- violation by the victim of labor and production discipline and occupational safety instructions – 25% (same period in 2023 – 20%);

- failure by managers and specialists to fulfill their occupational safety duties – 25% (10%);

- traffic rule violation by another person – 12.5% (0%);

- unsatisfactory maintenance and deficiencies in the organization of workstations – 12.5% (0%);

- personal negligence – 12.5% (40%).

From January to March 2025, state labor inspectors conducted a total of 47 supervisory measures, including 35 monitoring activities and 12 spot checks. During these measures, 1,295 violations of labor and occupational safety legislation requirements were identified and ordered (recommended) for rectification.

Following supervisory measures at organizations, and upon the instruction of state labor inspectors, 22 employees were suspended from work for failing to undergo safety briefings and occupational safety knowledge assessments, failing to use required personal protective equipment to ensure workplace safety, or failing to undergo medical examinations in cases and procedures prescribed by law.

Based on the case materials submitted by state labor inspectors, disciplinary action was taken against 13 authorized employer officials who permitted violations of labor and occupational safety legislation. During the implementation of these preventive measures, state labor inspectors suspended the operation of 45 units of machine tools, machinery, and other equipment.

Following supervisory measures conducted at organizations in the region, as well as taking into account information received by the department regarding signs of administrative offenses for violations of labor and occupational safety legislation requirements, 152 officials were brought to administrative liability in the form of fines totaling 51,618 thousand rubles.

In total, during January–March 2025, mobile groups with the participation of state labor inspectors conducted 185 inspections of agro-industrial complex organizations, including those not subject to departmental subordination, as well as construction organizations, during which 3,190 violations of safety requirements were identified.

On average, each mobile group conducts approximately 3.7 inspections per month. Across the region, an average of 11.2 violations of occupational safety requirements were identified per inspection.

In 2025, work continued in Vitebsk region organizations to improve the professional qualifications of managers and specialists in the field of labor legislation and occupational health and safety. During the reporting period, state labor inspectors actively participated in 126 seminars, conferences, and meetings on this subject, which were attended by 2,544 participants.

The joint preventive work conducted with local authorities and economic entities of the Vitebsk region contributed to a reduction in workplace injuries in the first quarter of 2025.
