When addressing the Presidential Assistant – Inspector for the Vitebsk Region, Sergey Levkovich, for assistance in resolving what appear to be private matters, applicants occasionally raise issues of public significance. The same occurred during a personal reception of citizens conducted at the Vitebsk District Executive Committee.
…The woman holds a residence permit in Belarus, which she obtained a year and a half ago upon relocating to her historical homeland from Latvia. She is employed at a state-owned enterprise and wishes to change employers but is unable to submit the required set of documents to the new employer. The applicant notes that other returnees from abroad encounter similar difficulties regarding the inability to provide a reference certificate from their former place of employment and a work record book. These individuals could, however, prove valuable to the Belarusian labor market.
Sergey Levkovich pointed out that the woman’s case demonstrates that a reasonable manager will always find a way to hire personnel required by their enterprise. Bureaucratic barriers should not be erected when dealing with specialists who can verify their qualifications, or when filling positions that require unskilled labor.
He directed the Regional Executive Committee’s Committee on Labor, Employment and Social Protection to examine the situation of residence permit and permanent residence permit holders and, within one month, propose mechanisms for their integration into the regional economy.
– I acted too hastily in landscaping publicly owned land in the village of Shultsevo, – the next applicant began. – Near the plot allocated to me for personal household farming, I conducted a sanitary clearance of brushwood.
This was the man’s position. However, the District Inspection for Natural Resources and Environmental Protection viewed his actions differently. Due to the unauthorized removal of vegetation, he was issued a demand to compensate for the damage incurred in the amount of 1,800 rubles. Should he make voluntary compensation, administrative penalties in the form of a fine will not be imposed.
During the reception, it was explained to the citizen that felling healthy (non-emergency, non-hazardous) trees on lands of common use is prohibited. Decisions regarding the removal of woody and shrub vegetation as part of improvement works are made on a commission basis. This process is preceded by the development of a master plan for the further development of the settlement and a felling project. The very procedure for preparing these documents requires substantial financial investment.
– The district budget initially allocates 160 thousand rubles for improvement works, – reported Viktor Dorozhkin, Chairman of the District Council of Deputies. – These funds must cover snow clearance, road surfacing, grass mowing…
Sergey Levkovich concluded that even when acting from good intentions, the law must not be violated. The applicant may undertake the removal of excess vegetation in the settlement only if the Executive Committee issues a corresponding decision.
However, the issue of overgrowth is typical for many villages in the region and is of considerable scale. It may be necessary to raise the initiative to simplify the procedure for sanitary felling on settlement lands to a higher administrative level.
Other matters raised by citizens with the Presidential Assistant concerned the maintenance of private housing stock, disputes over land plot boundaries, and labor disputes. All issues will be reviewed within one month, and responses will be provided to the applicants.
