Eleven citizens registered for a personal reception with the Presidential Assistant – Inspector for the Vitebsk Region, Sergei Levkovych.
Sergei Levkovych noted that many of the issues raised, although they may seem simple at first glance, require careful consideration. One of the topics discussed during the reception was the legalization of an unauthorized structure.
A female applicant sought a reception with the Presidential Assistant regarding her parents' divorce. She outlined a complex situation involving a land plot on which a house was constructed without authorization in the 1980s. At present, there is an opportunity to purchase the portion of the house owned by her father. The plot, covering four and a half sotkas, effectively comprises two structures, one of which is deemed illegal and temporary.
To finalize the transaction, it is necessary to legalize the existing structure, which requires the construction of a fire compartment. Member of the Council of the Republic of the National Assembly of Belarus, Head of the Vitebsk Regional Department of the Ministry for Emergency Situations, Sergei Meleshkin, who attended the reception, commented on the situation, noting that the unauthorized house was built in violation of all standards and requirements.
– In the 1980s, such structures were subject to demolition because fire separation distances were not observed, – noted Sergei Meleshkin.
He added that there are currently options for resolving this issue. One of them involves constructing a brick fire wall instead of a fence.
– If such a wall is built across the full width of the neighboring bathhouse and reaches the roof ridge, the issue of the fire compartment will be resolved. In this case, the requirements for fire separation distance will be met, – concluded the parliamentarian.
The Presidential Assistant emphasized the importance of adhering to minimum safety standards, particularly in the field of fire safety, both for the structures themselves and for neighbors. Unfortunately, many unauthorized constructions are erected without taking these requirements into account, which creates potential risks.
Furthermore, during the reception, the issue pertaining to peasant-farmer farms was discussed. Sergey Levkovich called upon chairmen of district executive committees to give greater attention to supporting farmers committed to developing agriculture and efficiently utilizing land resources. He emphasized the necessity of establishing systematic support for farming organizations.
Regarding the housing and utilities sector, which was also addressed during the reception, the Presidential Assistant noted that citizens tend to raise individual matters more frequently than systemic issues. Nevertheless, he stressed that concerns related to the maintenance of housing stock, ventilation, and sewage systems remain pertinent. In his view, specialists address these issues with sufficient effectiveness, although the public consistently expects higher standards.
Furthermore, Sergey Levkovich highlighted the need to improve the condition of cemeteries and the access roads leading to them, particularly in small villages. He underscored the importance of fencing cemeteries, clearing hazardous trees, and maintaining road infrastructure, all of which require a systematic approach and oversight by local authorities.
