Miory Regional Executive Committee
Increasing the economic efficiency of the agro-industrial complex, as well as the effective use of tourism potential, have been identified as key growth points for the Ushachy District. At the meeting of the Regional Executive Committee, a draft strategy for the development of this region was reviewed.
As noted by the First Deputy Chairman of the Regional Executive Committee Gennady Sabynich, the district currently lags behind in many socio-economic indicators. The Prime Minister of Belarus, Roman Golovchenko, who visited the Ushachy district this year, highlighted this issue and instructed local authorities to jointly develop with the Regional Executive Committee a regional development strategy for the near and long-term future. It is this business plan that was presented for discussion.
– We focused on two main directions: agriculture and tourism. The first entails the development of pig farming, cattle breeding, and crop production. The second is tourism, which encompasses our flagship projects, including "Victory Breakthrough", "ExtremeBreakthrough", the development of sports infrastructure, sanatorium and resort treatment, and agrotourism homesteads, – emphasized the Chairman of the Ushachy District Executive Committee Sergey Sadovsky.
As noted by the head of the district, over the past three years, pig complexes of JSC "Vitebskagropromproduct" have produced about 57% of livestock products. To develop this sector of animal husbandry, LLC "Sorochino-Agro" is successfully implementing an investment project to establish a pig complex. Upon its completion, the private enterprise plans the next step toward creating an agro-holding that will encompass all stages of production, from rearing to manufacturing finished goods under its own brand.
– In order to attract investors, the mechanism for the transfer without compensation of unused state property is being actively utilized, as well as auction sales, including for 1 base unit. The pig complexes of JSC "Vitebskagropromproduct" and LLC "Sorochino Agro" were established precisely on the basis of unused premises belonging to district communal property, – explained Sergey Sadovsky and provided examples of other private initiatives.
For instance, the peasant farm enterprise “Verkudskoe Podvor’e” has acquired at auction unused communal property in the agrotown of Verkudy, which is now being used for sheep breeding.
State agricultural enterprises will also be retained. To enhance their efficiency, optimization measures will be implemented, resulting in the retention of three farms in the district: KUSHP “Velikodoletskoe”, OAO “Ilyushinskiy” and UP “Safiyskie dary”. Modern dairy complexes will be constructed at these locations, and existing livestock facilities will undergo reconstruction.
In crop production, optimization of the sown area structure is planned for 2024–2025, involving a phased increase in the cultivation of perennial grasses. These changes will affect the growing of winter and spring grain and legume crops. All initiatives launched and continued over the next five-year period will enable the preservation of the district’s agricultural sector, as well as contribute to an increase in gross output and the district’s share in the overall agricultural production volume of the region.
In the tourism sector, the most promising segments for the Ushachy District will be developed: sanatorium-and-health resort tourism, active tourism, and event tourism.
– In the 1980s, at the initiative of the then leader of the republic Pyotr Masherov, who viewed the Ushachy District as an ideal location for recreation, a project was developed to establish the region as a resort area. The project was deemed practical and cost-effective, earning four out of five diplomas at the competition. For various reasons, it was never implemented. However, the Ushachy District has every reason to develop into a major agro-tourism hub. The expansion of sanatorium-and-health resort tourism will be pursued both by utilizing existing facilities and constructing new ones, – explained Sergey Sadovsky.
Modernization of the "Lesnye Ozera" sanatorium will continue, with plans to develop new facilities. The large-scale project is to be implemented by LLC "Verkudskoe Podvorye", which includes the construction of a tourist complex on the site of the former incomplete "Vechelye" sanatorium, where health improvement, treatment, recovery, and rehabilitation services will be provided. A greenhouse farm will also be established, along with the production of farm products under the "Verkudskoe Podvorye" brand, accompanied by the opening of a branded store in the district center.
In addition to the key priorities, attention is being given to the development of other sectors, particularly industrial enterprises, the social sphere, and the service industry. Another project is planned for implementation by LLC "Vodnaya Dolina", which involves organizing the production of boiled crayfish.
– The implementation of the district development strategy will ensure the preservation of social stability, an increase in residents' prosperity and quality of life, a competitive economy, and a comfortable living environment. More and more young people will choose the Ushachy District as their home region, – Sergey Sadovsky emphasized.
