The readiness of the regional territorial subsystem of the State System for Prevention and Response to Emergencies and Civil Defense (SSPRECD) to handle emergencies and protect the population was discussed in Vitebsk. The meeting was attended by the Head of the Regional Executive Committee, Alexander Subbotin, and the First Deputy Minister of Emergency Situations, Alexander Khudoleev.
Such meetings were last held seven years ago. However, according to Alexander Subbotin, given the natural disasters uncommon to our country, industrial accidents at major facilities, peat fires, and the current foreign policy climate, such events should be organized more frequently.
“We all watched with concern the aftermath of severe weather in the Gomel Region, where natural forces inflicted significant damage on the area in just a matter of minutes. No one is immune to such events. To ensure a swift and precise response in similar situations, we must verify the readiness of the regional territorial system for prevention and response to emergencies and civil defense,” Alexander Subbotin stressed. “It is better to prepare in advance, develop clear action protocols for handling emergencies and protecting the population.”
The Head of the Region also issued instructions to report any deficiencies that could prove critical in the event of emergencies within the region.
Note “VV”: A comprehensive exercise on protecting the population and territories against emergencies will be conducted in the Vitebsk Region from August 26 to September 6.
According to Alexander Khudoleev, the primary focus will be on inter-agency coordination and the timely alerting of the population, including through the use of specialized vehicles and public address systems.
– Following the incidents in the Gomel Region, the Head of State issued a directive setting tasks not only for EMERCOM personnel, but also for the Ministry of Forestry, energy sector workers, and other agencies, to improve working approaches to responding to meteorological emergencies and their consequences, – Alexander Khudoleev noted. – Incidentally, the Vitebsk Region was least affected by the storm that swept across the republic on July 13–14. A total of 10 districts and 257 populated localities were affected, of which 240 were disconnected from the power supply.
Primarily, the commission will assess the condition of the regional subsystem for preventing and responding to emergencies in Vitebsk, Orsha, Glubokoye, and Postavy districts; however, if necessary, inspections will also be conducted in other regions.
