Reallocation of budgetary funds, integration of "digitalization" into various spheres of life, and awarding the Regional Council prize to talented children – these and other matters were reviewed by deputies of the Regional Council during an extraordinary session.
"Digitalization" improves quality of life
30% of the regional and innovation funds (approximately 8 million rubles annually) can be used to implement digital technologies in various spheres of our lives.
This prerogative for local authorities is granted by the Presidential Decree on the development of digital technologies, adopted in November 2023.
To stimulate enterprises and organizations to accelerate this process, the procedure for conducting a competition for the implementation of digital projects funded by the Innovation Fund was approved at the session of the Regional Council.
– This is a relevant topic as it concerns all spheres of activity, – emphasized the Chairman of the Regional Council of Deputies Dmitry Demidov. – The current development of the economy and social processes implies the development of information and digital technologies to remain competitive. As is known, these processes contribute to improving the quality of provided social services and overall enhance the quality of life.
Digital projects are being implemented quite actively in the Vitebsk region, primarily in healthcare. A unified patient database is being created so that patients can access the full range of services: schedule a doctor's appointment, undergo diagnostics, obtain a digital prescription, and receive treatment recommendations.
In the Vitebsk region, several industrial enterprises are proposing interesting projects, particularly regarding the implementation of a unified systematic approach to managing production processes.
The head of the legislative body expressed hope that transport companies will also join the implementation of digital technologies, which will create greater convenience for passengers and the enterprises themselves. There are preliminary plans for digitalization in the housing and communal services sector and in a number of social institutions. According to Dmitry Demidov, all of this will move us forward and promote more active cooperation among IT companies, enterprises, organizations, and institutions with state ownership stakes.
The Deputy Chairman of the Committee on Architecture and Construction of the Regional Executive Committee Alexander Nefyodov cited several examples of already implemented "digital" solutions. In particular, in the agro-industrial complex – for implementing precision farming, in industry – at JSC "Kovry", and in the transport complex. This will enable a higher level of passenger service, making it convenient for passengers to use transport online. Digitalization in this sector involves dispatching, navigation, and delivering information to passengers via electronic displays and other software products. This also includes "smart bus stops," which will begin operating this year in Vitebsk, and next year in Polotsk and Novopolotsk.
Talent – Support
Since 2014, 160 talented children from Children's Schools of Arts and colleges have become recipients of the award of the Regional Council of Deputies.
– And this time, 16 young people will receive awards for their achievements in international, republican, and regional competitions and olympiads. They are our golden reserve, who will soon join the ranks of culture workers, – noted Petr Podgursky, Head of the Culture Department of the Regional Executive Committee. – This award is established annually and helps to develop talents and abilities for their subsequent realization in professional activities.
Ten awards of 15 base units each are granted to students of Children's Schools of Arts, and six awards of 20 base units each are granted to students of music colleges and the College of Culture and Arts.
As a result of 2023, 25 petitions were submitted to the expert commission by the culture departments of city and district executive committees, and 8 nominations were submitted for students of educational institutions in the field of culture.
By the way. More than 15,000 students are enrolled in 57 Children's Schools of Arts in the region.
