The Vitebsk Regional Clinical Infectious Hospital is experiencing its rebirth. Correspondents of "VV" found out what work done by builders remains hidden from our eyes but already represents significant steps toward the modernization, reconstruction, and major overhaul of one of the region's oldest healthcare institutions.

The joyous occasion of completing the reconstruction and repair is still ahead, but today, from Frunze Avenue, significant transformations are already visible: builders have finished masonry on the third-floor level of the new connecting block, which will link existing Buildings Nos. 1 and 2, and have progressed to the technical floor. The perimeter fencing around the hospital grounds has been completely replaced. A checkpoint equipped with a disinfection barrier has been constructed – thanks to it, ambulances entering the "dirty" zone will be treated with specialized disinfectant solutions when exiting into the city. What work carried out by builders remains hidden from our eyes, yet already represents significant steps toward the modernization, reconstruction, and major overhaul of one of the region's oldest healthcare institutions?

– In addition to the connecting block, the project documentation provides for the reconstruction of Building No. 2, where window and door openings, engineering networks will be replaced, and foundation waterproofing will be carried out. Construction of a modern oxygen generation station, which will supply oxygen to patient wards, is planned, – Mikhail Kazurov, project manager at the Regional Executive Committee's Capital Construction Department, told "VV" correspondents. – In the administrative building, the roof and structural floors will be reinforced, new windows and doors will be installed, and a modern pharmacy equipped with a security alarm system and an auditorium will be established. All elevators in the building complex will be replaced, and procurement of medical equipment is currently underway. A transformer substation has already been erected, and all engineering networks across the hospital grounds have been laid. Subject to favorable weather conditions, construction of a parking lot on the Krasnoflotskaya Street side will resume. It will be accessible not only to visitors of the infectious hospital but also to BSMP located nearby.

Each week, additional personnel are assigned to the construction site for the new building wing. Work proceeds without delay. As soon as a section of the heating system is installed and several rooms are cleared of frost, specialists arrive to carry out interior finishing works. During the past week, 148 workers were employed at the site.

Funding for the facility is provided in full from the republican and regional budgets, as well as through credit facilities of the Development Bank. The customer is the Construction Department of the Regional Executive Committee, the general contractor is the State Institution "Vitebsk Construction Management", and the general designer is the Unitary Enterprise "Vitebskzhilproekt".

Correspondents of "VV" visited the construction site of the new wing of the infectious disease hospital on a frosty January day. The production manager of SMP-169, Oleg Shcherbakov, guided us through the site where specialists of this organization were working. It is still difficult to imagine that the building will soon become a true palace of health, yet the work is indeed proceeding non-stop: while a masonry crew worked on the uppermost, technical floor of the building under construction, finishers were already active on the lower levels, tiling walls and applying floor screeds.

The infectious disease hospital is not the only socially significant healthcare facility that will receive attention in the near future. As reported by the Main Department of Healthcare of the Regional Executive Committee, construction of the surgical and intensive care building of the Regional Clinical Hospital is also underway, with work progressing actively. Among important social facilities is a polyclinic in microdistrict No. 4 of the Airport residential area in Polotsk. Its construction is included in the Comprehensive Measures for Regional Development up to 2025. Efforts are also ongoing to improve conditions at rural healthcare facilities, as well as to centralize emergency medical services and equip medical institutions. For 2024, the installation of costly equipment is planned across the region, which will also bring high-level medical care closer to patients: this includes 4 magnetic resonance imaging scanners, 4 computed tomography scanners, 8 radiological devices, and 2 angiographs, which will enable faster provision of quality care to patients with cerebrovascular disorders and acute coronary syndrome, endoscopic equipment, and mammography units for women's health screening.

All these measures are being implemented to ensure that inter-district centers and regional institutions provide medical care at an even higher quality level.
