Information on the state of occupational injuries in organizations of the Vitebsk Region and the implementation of supervisory activities in the field of occupational safety for the results of work for January–December 2023
According to operational data from the Vitebsk Regional Department of the State Labor Inspectorate (hereinafter referred to as the Department), in organizations of the Vitebsk Region over the 12 months of 2023, there was a decrease in the total number of occupational accidents from 220 cases to 205 compared to the same period in 2022 (a decrease of 6.8%). During this reporting period, as a result of occupational accidents in organizations of the Vitebsk Region, 13 workers died (for the same period in 2022 – 14), which indicates a decrease of 1 case (a decrease of 7.1%).
During the specified period, in organizations of the Vitebsk Region compared to 2022, a decrease in fatal traffic accidents was registered, from 4 to 1.
An increase in fatal occupational injuries was noted in organizations of the Vitebsky District - 2 cases (2022 - 0), Lepel District – 1 (0), Postavy District – 2 (1), as well as in organizations of Novopolotsk city – 1 (0) and Oktyabrsky District of Vitebsk city – 3 (2).
An increase in accidents resulting in severe occupational injuries in 2023 compared to the same period in 2022 was noted in organizations located in the following districts: Zheleznodorozhny District of Vitebsk city - 6 (4); Tolochin District - 4 (0), Senno District - 4 (2); Polotsk District - 4 (3); Verkhnedvinsk District - 3 (1); Lepel District - 2 (1); Braslav District - 1 (0), Chashniki District - 1 (0), Ushachy District - 1 (0); Rossony District - 1 (0).
An increase in occupational injuries not classified as severe compared to the same period in 2022 is noted in organizations of the following districts (territorial units): Oktyabrsky District - 16 cases (2022 year - 6); Zheleznodorozhny District - 10 cases (6) and accordingly Vitebsk city - 32 (21); Novopolotsk city - 13 (12); Tolochin District - 7 (3); Glubokoye District - 6 (3); Gorodok District - 6 (3); Lyozna District - 4 (2); Shumilino District - 5 (3); Dubrovna District - 4 (3); Senno District - 2 (1); Beshenkovichy District - 1 (0).
In organizations without departmental subordination, a decrease in fatal injuries was recorded in 2023 compared to 2022 (from 4 to 3).
The number of workplace accidents resulting in fatalities in organizations of municipal ownership remained at the 2022 level - 6 cases. At the same time, an increase is noted in the organizations of Architecture and Construction - 1 (2022 - 0). In agricultural organizations, occupational trauma remained at the previous year's level - 3 cases.
In 2023, a significant decrease in the number of workplace accidents resulting in severe injuries was recorded in organizations of municipal ownership. At the same time, an increase in the number of production-related accidents resulting in severe injuries is noted in organizations of agriculture from 18 to 19, light industry from 1 to 2 cases, and in education 1 case was recorded.
An increase in the number of accidents resulting in severe injuries in organizations of republican ownership - Ministry of Architecture and Construction 4(3), Ministry of Energy 4(0), Ministry of Transport 3(2), Belkoopsouz 1(0), National Academy of Sciences of Belarus 1(0), Ministry of Industry 1(0) has been recorded.
A decrease in the number of accidents involving workers under the influence of alcohol has been recorded - 4 cases were registered, compared to 6 cases in 2022.
Based on the results of completed investigations, the most characteristic causes of accidents occurring in 2023 have been identified (as a percentage of the total number of causes):
- failure by managers and specialists to fulfill occupational health and safety duties – 15.7% (2022 - 11.9%);
- failure to provide the victim with personal protective equipment – 2.2% (0.8%).
- admission of the victim to work without training and knowledge assessment, internship and/or occupational health and safety briefing – 4.5% (3.4%);
- violation of traffic rules by another person – 4.5% (4.2%);
Joint preventive work conducted with local authorities and economic entities of the Vitebsk Region has enabled a reduction in occupational injuries.
Based on the results of work for 2023, informational letters containing an analysis of occupational injuries and proposals have been sent to city and district executive committees for taking response measures.
