On December 7, a joint meeting of the Presidium of the Vitebsk Regional Council of Deputies and the Vitebsk Regional Executive Committee was held, whose agenda item was “Formation of Electoral Commissions for the Election of Deputies on the Unified Voting Day of February 25, 2024.”

– Heads of committees, departments, and divisions of the Regional Executive Committee and regional organizations, representatives of political parties and other public associations, and trade unions that have nominated their representatives to the regional and district electoral commissions were invited to the meeting, – noted Alexander Subbotin, Chairman of the Regional Executive Committee, while opening the session. – It is necessary for us to address the matter of establishing the Vitebsk Regional and district electoral commissions.

Noting that a unified voting day will be held in our country, Alexander Subbotin emphasized that this will help avoid a continuous electoral process, which previously created certain difficulties for the state and society. Even before the start of the electoral campaign, the local self-government bodies of the region conducted meticulous preparatory work to determine the number and boundaries of electoral districts, as well as the average number of voters per district.
– Today we are to resolve one of the key issues: the establishment of the Vitebsk Regional and district electoral commissions, – highlighted the head of the regional authorities. – This decision must be well-considered and responsible. After all, these commissions not only organize the conduct of elections but also oversee compliance with electoral legislation in our region. The composition of the commissions should be selected based on their professional, moral, and personal qualities in such a way that the commissions' powers are fully exercised within the timeframes set by the Electoral Calendar Plan.
On December 5, the nomination period for the regional and district electoral commissions concluded. All entities entitled under the Electoral Code to nominate their representatives to the regional and district electoral commissions made use of this right.

The Chairman of the Regional Council of Deputies, Vladimir Terentyev, reminded that by a decree of the Central Election Commission, 14 electoral districts have been established on the territory of the Vitebsk Region for the election of deputies to the Chamber of Representatives of the National Assembly of the Republic of Belarus of the 8th convocation. The Vitebsk Regional Council of Deputies has established 60 electoral districts for the election of deputies to the Regional Council of Deputies. In accordance with the new electoral legislation, the same district commissions conduct elections for deputies to both the Chamber of Representatives and the Regional Council of Deputies.

– Thirteen individuals have been nominated to the Vitebsk Regional Election Commission, of whom 11 (85 %) were nominated by political parties and other public associations, including 3 (23 %) by political parties alone. Two (15 %) were nominated by labor collectives. In total, 182 individuals have been nominated to the 14 district election commissions, of whom 141 (77 %) were nominated by political parties and other public associations, including 22 (12 %) by political parties alone, 4 (2 %) by labor collectives, and 37 (20 %) through signature collection.
The regional and district election commissions are formed with a membership ranging from 9 to 13 members. Members of the Regional Executive Committee and the Presidium of the Regional Council of Deputies voted in favor of setting the number of commission members at 13.
