In Novopolotsk, at the State Unitary Enterprise "Biomechanical Plant of Household Secondary Resources", a facility for deep processing of worn tires and rubber technical products has been opened, from which rubber crumb will be obtained and other rubber technical products will be produced.– A few years ago, the press wrote that Novopolotsk is the dirtiest city in Belarus. We disagree with this and decided to change this perception. We began conducting a number of measures to minimize harmful impact on the environment and over the past few years have improved indicators several times over, – said Dmitry Demidov, Member of the Council of the Republic of the National Assembly of the Republic of Belarus, Chairman of the Novopolotsk City Executive Committee.

Serious work on the collection and sorting of solid municipal waste began in 2010, when the State Unitary Enterprise "Biomechanical Plant of Household Secondary Resources" started operating in Novopolotsk. The population was also gradually introduced to separate waste collection. However, as Dmitry Vladimirovich noted, it is difficult to reach an agreement with adults who have established habits, while children and youth respond well to all initiatives. The launch of this facility is another measure in the fight against environmental pollution.

The investment project is included in the State Program "One District – One Project", the main goal of which is the restoration of economic growth, the creation of import-substituting production facilities, and the prevention of outflow of people from provinces to major cities. 23 new jobs have been created at the facility.

Design and survey works for the facility were initiated in late 2020. It was put into operation today. The actual cost of the project amounted to more than 6.5 million rubles. The payback period is 7 years.

– This facility is the most significant and the most expensive at our enterprise, consisting of two equipment lines. We plan to manufacture rubber tiles, paving stones, and curbs of various sizes, shapes, and colors here. Such products are durable, injury-resistant, frost-resistant, do not fade in the sun, and have a long service life. They can be used both outdoors and indoors, – said Sergey Velyugo, Director of the State Unitary Enterprise "Biomechanical Plant of Household Secondary Resources".

In the Vitebsk Region, there are challenges regarding the disposal of worn-out tires. The nearest facilities of this type are located in the Grodno and Mogilev Regions, as well as in Minsk. Henceforth, all enterprises in the Vitebsk Region will be able to deliver worn-out tires for recycling to the Novopolotsk biomechanical plant.

– If an enterprise delivers tires using its own transport to our recycling complex, the cost will be zero, meaning expenses will be limited solely to transportation. Currently, our competitors operate under different terms, – noted Sergei Nikolaevich.

The volume of tire waste generated in the Vitebsk Region in 2022 totaled 7,300 tons. The Novopolotsk complex has a capacity for processing 3,300 tons annually; therefore, the enterprise management is confident that there will be no issues with raw material supply at the facility.

Prior to the ceremonial commissioning of the complex, an exhibition showcasing the biomechanical plant’s products, including prototype samples manufactured at the new facility, was held at the Novopolotsk City Executive Committee. As Sergei Velyugo noted, the company’s products are in considerable demand domestically and are also targeted at the export market. The plant already maintains established partnerships within the Russian Federation.

– This facility is unique for the Vitebsk Region and addresses not only environmental but also economic objectives. It facilitates job creation and serves as a model demonstrating how waste collection, sorting, recycling, and the production of new import-substitution products can be consolidated in a single location, – stated Andrey Romashko, Deputy Minister of Housing and Communal Services of the Republic of Belarus, during the complex’s opening ceremony.
