Miory Regional Executive Committee

Over 700 new jobs will be created in the Vitebsk Region as part of the implementation of investment projects under the head of state's directive "One District - One Project". This was reported to BelTA by the Economics Committee of the Vitebsk Regional Executive Committee.

The directive entails that at least one production investment project employing 20 or more people will be created and implemented in each district. There are currently 24 such projects being implemented in the Vitebsk Region. The total investment volume amounts to Br438.2 million, including Br144.1 million already invested this year.

"The projects have been included in the task matrix of the chairmen of city and district executive committees and are under special control; monthly monitoring of their implementation progress is conducted with field visits to the regions," the committee noted. "Under the implementation of these investment projects, approximately 710 new jobs are planned to be created. The largest number of them will be created at industrial enterprises: more than 120 jobs are planned to be created in food production facilities, 60 each in organizations producing vehicles and clothing. This year, projects for the construction of a milk processing and cheese production facility in Gorodok and the construction of a new workshop at the Vitebsk Broiler Poultry Farm have already been completed."

By the end of the year, four additional projects are planned to be completed: the production of new types of products at the Obol Ceramic Plant, oils and lubricants at an enterprise in Glubokoe, food flavorings in Beshenkovichy, and deep processing of worn tires to produce rubber crumb at the Biomechanical Plant for Household Secondary Resources in Novopolotsk.

The food, wood-processing, metallurgical industries, chemical products manufacturing, and machinery engineering are the main sectors for project implementation. For instance, an increase in the output of deeply processed agricultural raw material products is planned at enterprises in the Ushachy, Chashniki, and Sharokovshchyna districts. The "Ushachsky" branch of JSC "Vitebskagropromproduct" is modernizing the production of protein-vitamin additives. The establishment of a plant for the processing and production of fish products by LLC "Lukoml Canning Plant" in the Chashniki district is envisaged, as well as a facility for processing fruit and vegetable products by LLC "Organic Products" in the Sharokovshchyna district, and a dairy production facility by JSC "Verkhnedvinsk Cheese and Butter Plant".

In the Tolochin district, a limited liability company is organizing the production of cross-laminated panels. An enterprise with a similar ownership structure in the Glubokoye district is establishing a plant for the production of oils, lubricants, and special-purpose fluids.

Investors in such projects are provided with comprehensive support. They may rely on assistance in selecting land plots and property, as well as in working out arrangements with banks for obtaining preferential credit facilities. A number of incentives under the Presidential Decree "On Creating Additional Conditions for Carrying Out Investments in the Republic of Belarus" are also stipulated within investment agreements. These include, for example, the allocation of a land plot without conducting an auction, a full deduction of VAT amounts upon the purchase of goods (works, services), exemption from import customs duties and value-added tax when bringing technological equipment, components, and spare parts into the territory of Belarus, among other benefits.

"A similar list has already been compiled for 2024. It is proposed to include 28 projects, including 13 carried over from the current year and 15 new ones. The investment volume for the coming year will amount to approximately Br237.6 million. The implementation of investment projects under this initiative makes a significant contribution to the development of districts and the region as a whole, enables attracting investments into the creation of new enterprises and production facilities, expanding the range of manufactured products, including import-substituting and export-oriented ones, and creating new jobs," the committee emphasized.
