Miory Regional Executive Committee

Events of the 64th session of the Parliamentary Assembly took place today in Vitebsk. Among the participants are representatives of the Standing Committee of the Union State, the State Control Committee of the Republic of Belarus, the Accounts Chamber of the Russian Federation, the Ministry of Transport and Communications of the Republic of Belarus, the Ministry of Transport of the Russian Federation, as well as permanent observers to the Parliamentary Assembly.

Before the start of the session, the participants, led by the Chairman of the Parliamentary Assembly of the Union of Belarus and Russia, Chairman of the State Duma Vyacheslav Volodin, and Chairman of the House of Representatives of Belarus Vladimir Andreychenko, laid flowers and wreaths at the Memorial to the Liberators at Victory Square.

The session meeting was held at the Vitebsk Regional Executive Committee. The agenda included issues regarding the implementation of the Union State budget, activities aimed at preserving historical memory, a "government hour" dedicated to the functioning of the unified transport system.

The Chairman of the Vitebsk Regional Executive Committee, Alexander Subbotin, welcomed the parliamentarians of the Union State and took part in the discussion.

Vladimir Andreychenko noted that the choice of venue for the meeting is not accidental. The Vitebsk region is not only a symbol of unyielding will and heroic struggle against fascism during the Great Patriotic War. It is also a vivid example of establishing mutually beneficial trade and economic ties, close interregional cooperation, and, undoubtedly, the spiritual unity of our peoples. The annual holding of the "Slavic Bazaar" is a clear confirmation of this.

– It must be acknowledged that, despite the colossal efforts undertaken by the United States and its allies to isolate and economically strangle Belarus and Russia, they have not achieved significant results. The governments are consistently implementing measures ensuring the stability of socio-economic development. Intensive work continues on the implementation of 28 union programs. At present, more than 77 percent of the total number of tasks outlined in the union programs have been completed. Ten programs have been fully implemented. Trade turnover between Belarus and Russia last year reached approximately 50 billion dollars. Positive dynamics are also being maintained this year.

The Speaker noted that parliamentarians have established a mechanism for parliamentary oversight of the progress of union integration. The practice of holding a “Government Hour” has been expanded. Today, during the session, pressing issues in the transport sector will be examined in detail, which currently do not allow for the full functioning of the transport system of the Union State.

– We remain concerned about the coordination of conditions for cabotage transport between the Republic of Belarus and the Russian Federation, tariffs and fees for aeronautical and airport services, and the timelines for transitioning to permit-free road transport. For these and other issues, we would like to receive not only specific answers today but also to see what else needs to be done by the deputies together with the executive authorities to further improve cooperation in the transport sector.

Vladimir Andreyenko expressed confidence that the 64th session of the Parliamentary Assembly of the Union of Belarus and Russia will take place in a businesslike, constructive atmosphere and will enable the development of practical solutions aimed at strengthening further comprehensive cooperation and partnership between Belarus and Russia.
