Miory District Invites Investors

The Miory District is located in the northwest of the Vitebsk region of the Republic of Belarus. The district borders with Braslav, Sharkovshchyna, Glubokoe, Polotsk, Verkhnedvinsk districts and the Republic of Latvia. The area is 1790 thousand square kilometers. The population is 20.7 thousand people. 26.5% of the land is occupied by forests, mainly spruce, pine and mixed. The largest forest areas are located within the boundaries of reserves, in swampy areas, which significantly hinders access to them and at the same time attracts lovers of tourist extreme. About 17% of the district's territory is occupied by swamps. The largest raised bog in Europe, "Yelnya", with an area of 20 thousand hectares, is famous for the remnants of post-glacial tundra. More than 50 species of plants and animals listed in the Red Book have been preserved here. The Yelnya Republican Landscape Reserve and the Mokho Bog Hydrogeological Reserve are among the most unique objects of the protected areas fund of Belarus.

In accordance with Decree No. 6, the enterprise will have the following benefits and preferences for 7 years from the date of registration:

  • Exemption from profit tax payment;
  • Exemption from real estate tax payment on the value of buildings and structures on the enterprise's balance sheet;
  • Exemption from payment of state duty for the issuance of licenses;
  • Exemption from mandatory payment of foreign currency received from the sale of export products;
  • Exemption from obligations to contribute to innovation funds;
  • Exemption from payment of import customs duties and value added tax on goods imported and used as a contribution to the charter capital of the enterprise;
  • Conclusion of a land lease agreement without purchasing the right to conclude such an agreement, as well as without holding an auction, and without payment for the alienation of perennial plantings located on this plot;
  • Possibility of installment payments for the alienation of capital structures and other real estate owned by the Republic, in case of their alienation in favor of an enterprise for the organization of production of goods (works, services);
  • Possibility of financing from local budgets of expenses for the construction of engineering and (or) transport infrastructure for servicing real estate objects used for the production of goods (works, services).

"For the development of the economy and social sphere of the Miory district in January – June 2025, 20902.0 thousand rubles of investment in fixed assets were used, which in comparable prices amounted to 98.5 percent compared to January – June 2024. For enterprises of republican subordination, 3318.0 thousand rubles were assimilated (15.9%), for organizations subordinate to local Councils of Deputies, executive and administrative bodies – 8545.0 thousand rubles (40.9%), for enterprises without departmental subordination – 9039.0 thousand rubles (43.2).

In January – June 2025, 5091.0 thousand rubles or 24.4 percent of the total investment in fixed assets were directed to the reconstruction and modernization of existing fixed assets, and 6077.0 thousand rubles or 29.9 percent to the construction of new facilities.

In the structure of investments, construction and installation works account for 49.3 percent, the share of investments directed to the acquisition of machinery and equipment in the total volume of investments was 26.7 percent, other works and costs account for 23.8 percent, intellectual property objects – 0.2 percent.

The main sources of financing are the own funds of organizations (42.6% of the total investment volume), bank loans (borrowings) (5%), consolidated budget funds (25.6%).

         In 2025, within the framework of the "One District – One Project" initiative, the construction of the 1st stage of the "Zhuravlinaya Yelnya" hotel complex - "Shelter on the eco-trail" by OOO "Territory "Zhuravlinaya Yelnya" is being carried out.

    The investment project "Construction of the hotel complex 'Complex on the eco-trail 'Zhuravlinaya Yelnya', located at: Vitebsk region, Miory district, Miory village council, Kanakhi village, Zelenaya street, 17" has been included in the list of investment projects "Regional Initiative". The project is significant for the socio-economic development of the Miory district; it will contribute to the development of tourism, and provides for the creation of 34 new jobs. The amount of taxes paid by the company to the budget will be about 200 thousand rubles after reaching design capacity.

      The implementation of the investment project of LLC "Metallurgical Rolling Company" "Development of a metal sheet production plant in the city of Miory within the territory of the Vitebsk Free Economic Zone" is ongoing.
