Transport of dangerous goods during the harvest campaign
The harvesting campaign is in full swing, and one of the main factors affecting crop harvesting is the uninterrupted supply of fuel to agricultural machinery. However, even during this period, one should not forget about the safety of transporting dangerous goods. There are no secondary requirements in ensuring the safety of transporting dangerous goods, but there are violations that can lead not only to large fines but also to the prohibition of vehicle operation.
We would like to remind you of the violations for which vehicle operation is prohibited:
defects in the frame, coupling device, brake system, visible damage to the geometry of the tank body and its components;
leaks in pipeline and fitting connections, drips through pump seals, valves, gate valves, threaded connection gaskets, plugs and mechanical seals, drips and losses of transported liquids (materials) through leaks in tank and hose connections;
visible gaps in the places where the tank is attached to the vehicle frame (chassis), geometric degradation of the tank's fastening elements, supports, and steps;
the vehicle has not passed state technical inspection and has not received permission to allow the vehicle to participate in road traffic;
the vehicle is not registered with the State Industrial Supervision or other state bodies authorized to register vehicles intended for the transport of dangerous goods;
the certificate of vehicle admission for the transport of dangerous goods is missing (or expired);
the driver does not have an ADR driver training certificate;
malfunctions of the automation system and/or emergency alarm system are present;
deadlines for tank inspections have been violated;
requirements for marking application have been violated;
changes in the tank design were made without the manufacturer's approval, and in case of changes affecting road safety, without a document confirming the vehicle's compliance with safety requirements;
damage to the filling port covers, their latches, and sealing parts is present;
tank trucks lack grounding devices provided for by the operating documentation, or by clause 58 of the Rules for ensuring the safety of transporting dangerous goods by road transport in the Republic of Belarus, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of May 17, 2021 No. 35.
However, considering the long service life of road tankers and the specifics of agricultural work, it is necessary to constantly pay attention to the technical condition of the supporting and fastening elements of the tankers, the condition of the tires, the protection of electrical wiring in explosion-hazardous zones of tank trucks, the serviceability of grounding devices and fire extinguishing equipment, and the mandatory use of the hazard information system (switching on the orange beacon, switching on the low beam headlights, etc.).
All light petroleum products used as fuel are inherently flammable, some have toxic properties, therefore, when carrying out the above-mentioned work, it is necessary to strictly comply with the established rules for the transportation of dangerous goods and fire safety measures.
