Amusement rides, as objects of seasonal entertainment, attract the close attention of our citizens with the onset of warm, summer weather. However, annually, violations of the stable operation of amusement rides are recorded in our country.

In order to prevent incidents during the operation of mobile and inflatable amusement rides, an algorithm for ensuring the safety of these objects has been developed in the Republic.

Responsibilities of the lessor of a land plot for mobile amusement rides.

  1. Before concluding an agreement and allocating a land plot, a site provided in accordance with the legislation for the installation and operation of equipment (hereinafter referred to as the site), the lessor is obliged to verify that the amusement ride owner has:

operational documents: passport (form);

operation manual;

equipment operation log;

equipment maintenance, repair, and upgrade log;

information stand for users,

positive results of technical inspection of the equipment after seasonal storage;

verify the correctness of the installation and operation of the equipment in accordance with the requirements of the operation manual and the Rules.

  1. The allocated site must comply with safety requirements:

the surface of the site for equipment installation must be level and compacted;

equipment installation on a site with a slope not exceeding 5% is allowed, unless otherwise provided by the manufacturer and indicated in the operational documents;

when choosing a site for equipment installation, underground (overhead) engineering communications (overhead power lines, cable lines, water and sewage systems, and other communications) located on and near the site must be taken into account;

in the event of potential hazards (engineering communications, fences, buildings, structures, roadways,

parking lots, trees, and other hazardous objects), the equipment must be located at a distance that ensures its safe operation;

When arranging a group of attractions, they should be placed taking into account the minimum distances that ensure their safe operation;

the site for installing the equipment must be cleared of debris, vegetation, and sharp objects located on the surface of the site or protruding from it.

  1. Safety assurance issues shall be reflected in the lease agreement. Obligations of the owner of a mobile attraction.
  2. The owner of the equipment is obliged to ensure the installation and operation of the equipment in strict accordance with the requirements of:

the "Rules for ensuring the industrial safety of attractions", approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of December 27, 2019 No. 67;

the "Technical Safety Rules "Requirements for the operation of inflatable game equipment, inflatable attractions", approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus of November 17, 2022 No. 64 (hereinafter - the Rules) - for inflatable game equipment;

operating documents.

  1. The installation of equipment shall be carried out only on a prepared site that meets the requirements of the Rules;
  2. After the installation of the equipment, notify the local executive and administrative body (if it is not the lessor) and the Vitebsk Regional Department of Gospromnadzor (if a registrable attraction is installed) for the accounting of equipment installed in the relevant territory;
  3. Ensure the availability and maintenance of operating documentation, an information stand for users at each attraction;
  4. Establish and ensure compliance with the procedure for daily monitoring, maintenance, and repair of equipment based on the requirements of operating documents and the Rules;
  5. Ensure the suspension of equipment operation independently and (or) upon demand (order) of authorized officials in case of identification of prerequisites or circumstances that may lead to equipment failure or directly pose a threat to human life and (or) health.
  • The equipment owner bears personal responsibility for ensuring the safety, life, and health of users when they comply with the rules of conduct on the equipment.
  • When operating amusement rides supervised by the State Industrial Supervision Authority, after installation at a new location, the owner must commission the operation in accordance with the requirements of the Rules.
  • Control over the installation and operation of mobile amusement rides.

    1. Control over the correctness of installation and operation of the equipment is organized by the local executive and administrative body (of the basic or primary territorial level) in whose territory the equipment is installed. For this purpose, upon receiving notification from the owner about the installation (or upon receiving a message from other sources), within 3 working days, an initial inspection is organized by a working group with the involvement of representatives of the Vitebsk Regional Department of the State Industrial Supervision Authority, the State Energy and Gas Supervision Authority, the labor inspectorate, the Rescue and Fire Department, the Internal Affairs Department, etc. (if necessary).
    2. When installing equipment for a short period (holidays, mass events), control is organized before the start of the event.
    3. Periodic control is organized as needed, but at least once every 3 months after installation.
    4. Control can be carried out during the work of mobile groups of local executive and administrative bodies.
    5. If violations are detected that pose a threat to the life or health of citizens, the working group proposes that the owner suspend the operation of the equipment until the violations are completely eliminated. Obligations of the owner of an inflatable amusement ride or inflatable play equipment.

    It is mandatory to have the manufacturer's operational documents (formular (passport), operating manual) for the inflatable amusement ride, inflatable play equipment (hereinafter referred to as inflatable amusement ride) in Russian;

    inflatable amusement ride operation log;

    inflatable amusement ride maintenance, repair, and modification log;

    user rules for passengers;

    inflatable amusement ride operating instructions;

    labor protection instructions.

    For inflatable attractions manufactured and put into circulation after 18.04.2018, the following documents are additionally required:

    certificate of conformity (for inflatable attractions with biomechanical risk level RB-1) or declaration of conformity (for inflatable attractions with biomechanical risk levels RB-2 or RB-3) to the requirements of TR EAEU 038/2016;

    information plate (clause 75 of TR EAEU 038/2016);

    marking with a single mark of product circulation in the Eurasian Economic Union market (clauses 133-135 of TR EAEU 038/2016);

    local legal act (decision of the individual entrepreneur) on commissioning the inflatable attraction in cases provided for by clause 38 of the Rules.

    Main requirements for the site for installing an inflatable attraction:

    the surface of the site must be level, a slope of no more than 5% in any direction is allowed;

    the site must be cleared of debris, sharp and other objects located on its surface or protruding from it;

    there must be at least 2 m between the inflatable attraction and potential hazards (engineering networks (communications), buildings, structures, trees, etc.);

    For reference:

    When allocating a site (area), potential hazards from engineering networks (communications) must be assessed. The organization that provided the site (area) is responsible for the safety of the provided site (area), as well as for potential hazards associated with engineering networks (communications) located on this site (area), and must guarantee that they will not be affected or damaged during the operation of the inflatable attraction.

    When installing an inflatable attraction, the following must be taken into account:

    compliance with safe distances for passengers, visitors and service personnel, while the entrance and exit must ensure their safe evacuation;

    the height of the solid wall opposite which the inflatable attraction is directly installed must be 2 m higher than the highest point of the upper platform of the inflatable attraction;

    the minimum distance from the fence to the outer walls of the inflatable attraction shall be at least 1.8 m, and from the open side - at least 3.5 m;

    the fence shall have a passage at least 1 m wide; the compressor shall be located at least 1.2 m from the outer wall or at least 2.5 m from the open side of the inflatable attraction;

    the controls of electrical equipment, electrical cabinets, power sources, switches and other live parts shall be protected from possible contact and unauthorized access;

    a clear zone free of any obstacles at least 1.8 m wide shall be provided around the inflatable attraction;

    a landing zone of at least 1.2 m shall be provided on any open side of the inflatable attraction.

    Inflatable attractions are not allowed to be secured:

    to vehicles; to access control systems; to each other;

    to power line poles, advertising board stands and other objects not intended for securing inflatable attractions;

    by two or more mooring elements to a single fastening element (node).

    Requirements for personnel allowed to service inflatable attractions:

    personnel shall be at least 18 years old, have the occupation of "attraction and game equipment attendant", have an electrical safety qualification group not lower than II, and wear easily recognizable equipment (high-visibility vest);

    one attendant per inflatable attraction shall control the operation of only one inflatable attraction unit (clause 44 of the Rules). The attendant's workplace shall be equipped with:

    an operating manual for the inflatable attraction (signed acknowledgment of familiarization);

    a labor protection instruction (signed acknowledgment of familiarization); means for measuring passengers' height and weight; means for evacuating passengers (if provided for in the operating documents);

    a universal first-aid kit;

    signaling devices (audible or visual) to attract passengers' attention; communication devices.

    The owner (operator) of the inflatable attraction is obliged

    ensure safe operation of the inflatable amusement ride;

    establish and ensure the procedure for daily, annual, and full inspections, admission to operation, maintenance, and repair, and record-keeping;

    ensure maintenance is carried out in accordance with the requirements of Chapter 4 of the Rules;

    ensure technical inspection is carried out in accordance with the requirements of Chapter 5 of the Rules;

    do not allow the operation of the inflatable amusement ride in cases provided for by clause 51 of the Rules.

    Operation of the inflatable amusement ride is not permitted:

    in the absence of personnel meeting the requirements of the Rules; without constant supervision of the inflatable amusement ride when it is open to passengers and visitors;

    if there are damages to the fabric base, seam threads of the shell, oil stains, or stains of unknown origin;

    if one or more mooring elements, fastening nodes, or fastening elements are missing or damaged;

    in the absence of the information stand installed in front of the entrance to the inflatable amusement ride, prepared in accordance with the requirements of clause 55 of the Rules;

    under weather conditions (precipitation (hail, rain), wind) that may affect the operating conditions, stability of the inflatable amusement ride, or safety of people (operating the inflatable amusement ride at wind speeds exceeding 10 m/s is prohibited);

    in the absence of information about the completed technical inspection, as well as in case of negative results of the technical inspection of the inflatable amusement ride.

    For reference:

    Technical inspection is carried out at least once every 12 months and after inter-season storage.
