On Amending the "Rules for Ensuring the Industrial Safety of Attractions"

The Vitebsk Regional Inspectorate of Industrial Safety, in the course of fulfilling the functions and tasks assigned to the Inspectorate of Industrial Safety, informs that on March 19, 2025, the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated January 21, 2025 No. 5 "On Amending the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 27, 2019 No. 67" (hereinafter referred to as the Resolution), which entered into force on March 20, 2025, was published on the National Legal Internet Portal of the Republic of Belarus.

By the order of the Council of Ministers of the Republic of Belarus, in order to increase the level of safe operation of amusement rides, the Ministry of Emergency Situations of the Republic of Belarus adopted the Resolution on January 21, 2025, which provides for amendments to the Rules for Ensuring the Industrial Safety of Amusement Rides, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated December 27, 2019 No. 67.

The need to adjust the Rules is due to the results of the technical investigation into the causes of the accident that occurred on July 6, 2024, on the "Swans" amusement ride installed in the Chelyuskintsev Park of Culture and Recreation in Minsk.

The amendments concern the process of technical inspection and technical diagnostics of amusement rides with the disassembly of their critical components, assemblies, and mechanisms in cases where their inspection and control are inaccessible or difficult. The extension of the operation of amusement rides that have reached their designated service life is carried out for a period not exceeding 12 months. In this case, for amusement rides that have exceeded three or more designated service lives (designated resources), extension is not allowed. Such amusement rides must be decommissioned and disposed of.

IMPORTANT:

In accordance with the requirements of the Instructions on the Procedure for Training and Verification of Knowledge on Industrial Safety, approved by the Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated July 6, 2016 No. 31, officials of amusement ride owners and specialized organizations must undergo an unscheduled verification of knowledge on industrial safety.
