The State Industrial Supervision informs about the increasing number of cases of sale of substandard products

TR CU 032 (TR CU 032/2013, Technical Regulation of the Customs Union 032/2013 "On the safety of equipment operating under excessive pressure") is a document that establishes mandatory requirements for equipment operating under excessive pressure, first released into circulation and intended for use in the customs territory of the Customs Union, as well as marking requirements.

TR CU 032/2013 applies to the following types of equipment:

  • vessels intended for gases, liquefied gases, dissolved gases under pressure, and vapors, used for working media of group 1 (group 2) and having: a maximum allowable working pressure exceeding 0.05 MPa, a capacity of more than 0.001 m3, and a product of the maximum allowable working pressure and capacity value exceeding 0.0025 MPa · m3 (0.005 MPa · m3); a maximum allowable working pressure exceeding 20 MPa (100 MPa), a capacity of more than 0.0001 m3 up to 0.001 m3 inclusive;
  • vessels intended for liquids, used for working media of group 1 (group 2) and having: a maximum allowable working pressure exceeding 0.05 MPa (1 MPa), a capacity of more than 0.001 m3 (0.01 m3), and a product of the maximum allowable working pressure and capacity value exceeding 0.02 MPa · m3 (1 MPa · m3); a maximum allowable working pressure exceeding 50 MPa (100 MPa), a capacity of more than 0.0001 m3 up to 0.001 m3 (0.01 m3) inclusive;
  • boilers with a capacity of more than 0.002 m3, intended for producing hot water with a temperature exceeding 110 ºС, or steam with an excess pressure exceeding 0.05 MPa, as well as fired vessels with a capacity of more than 0.002 m3;
  • pipelines with a maximum allowable working pressure exceeding 0.05 MPa, a nominal diameter greater than 25 mm, intended for gases and vapors and used for working fluids of group 1; a nominal diameter greater than 25 mm and the product of the maximum allowable working pressure and the nominal diameter exceeding 200 MPa · mm, intended for liquids and used for working fluids of group 1; a nominal diameter greater than 32 mm and the product of the maximum allowable working pressure and the nominal diameter exceeding 100 MPa · mm, intended for gases and vapors and used for working fluids of group 2;
  • pipelines with a maximum allowable working pressure exceeding 1 MPa, a nominal diameter greater than 200 mm and the product of the maximum allowable working pressure and the nominal diameter exceeding 500 MPa · mm, intended for liquids and used for working fluids of group 2;
  • equipment components (assemblies) and accessories thereof, which withstand pressure;
  • fittings with a nominal diameter greater than 25 mm (for equipment with working fluid group 1), fittings with a nominal diameter greater than 32 mm (for equipment used for gases with working fluid group 2), fittings with a nominal diameter greater than 200 mm (for pipelines intended for liquids and used for working fluids of group 2);
  • indicating and safety devices;
  • pressure chambers (except for single-person medical ones);
  • safety devices and instruments.

Why is a certificate/declaration of conformity to TR TS 032 needed?

If a product is included in the list of products whose safety must be confirmed by certification/declaration, then having a TR TS certificate/declaration is mandatory. Without it, it is impossible to manufacture and sell products in the countries of the Customs Union. When importing such goods from abroad, a conformity assessment procedure (certification/declaration) is also required, in which case the applicant can be a representative of the manufacturing company registered in one of the CU countries.

A certificate/declaration is required to confirm product safety.

If the requirements of TR CU 032 are confirmed, the equipment is marked with a single product circulation mark within the Customs Union member states and is allowed for release into circulation.

TR CU 032:

  • contains requirements for the development (design) and manufacturing (production) of equipment; for the technical documentation attached to the equipment;
  • establishes requirements for the content of the equipment passport, operating manual (instructions), marking; as well as which equipment is subject to certification and which to declaration; conformity assessment schemes.

Grompromnadzor exercises state supervision over compliance with the requirements of the technical regulations of the Customs Union, the Eurasian Economic Union in the field of industrial safety, in accordance with:

  1. Decree of the President of the Republic of Belarus of October 16, 2009 No. 510 "On improving control (supervisory) activities in the Republic of Belarus";
  2. Decree of the President of the Republic of Belarus of February 9, 2015 No. 48 "On measures to ensure state control (supervision) over compliance with the requirements of technical regulations";
  3. Regulation on the Department for Supervision of Safe Industrial Operations of the Ministry of Emergency Situations of the Republic of Belarus, approved by Decree of the President of the Republic of Belarus of November 14, 2022 No. 405.

A certificate/declaration of conformity can be checked by comparing the information from the Unified Register of Issued Certificates of Conformity and Registered Declarations of Conformity (internet resource https://tech.eaeunion.org/tech/registers/35-1/ru).

Important: When registering a potentially hazardous facility in accordance with the Resolution of the Council of Ministers of the Republic of Belarus of August 5, 2016 No. 613 "On measures to implement the Law of the Republic of Belarus "On Industrial Safety", copies of documents on the assessment (confirmation) of compliance with the requirements of the technical regulations of the Customs Union and (or) the Eurasian Economic Union must be attached.
