Information on accidents for 5 months in the Republic of Belarus

Thus, for 5 months of 2024, 8 accidents due to electric shock occurred in the Republic of Belarus involving personnel of organizations of the republic at facilities supervised by Gosenergonadzor, including 5 fatal ones. The number of accidents for the same period in 2023 was 3, with 0 fatalities.

01.02.2024, Minsk, territory of OJSC "Minsk Heating Equipment Plant". A fitter for assembly work of LLC "VR Construction", while performing painting of metal structures using an electric spray gun, died. Probable cause of death – electric shock, received as a result of contact with exposed live parts.

20.02.2024, Minsk, LLC "UNIVAC". An electronics technician was laying new cable in a tray, opened a 0.4 kV distribution board, and, presumably, touched exposed live parts under voltage, and was fatally electrocuted.

26.02.2024, Grodno region, Dyatlovo district, MTP near the village of Vasevichi, OJSC "Dvorets-Agro". A livestock breeder was found dead near the input-distribution device of the pumping station with dismantled wires and tools. Presumed cause of death – electric shock during theft of non-ferrous metals.

04.04.2024, Grodno region, Volkovysk district, urban-type settlement Krasnoselsky, OJSC "Krasnoselskstroy materiali". An electrical fitter for repair and maintenance of equipment during installation, presumably due to an erroneous action by electrical personnel, was electrocuted and taken to the hospital. He is in the intensive care unit of the healthcare institution "Volkovysk Central District Hospital". His condition is satisfactory.

26.04.2024, Gomel region, Svetlogorsk district, village Yakimova Sloboda, OJSC "Poultry farm "Rassvet"". An electrical engineer and a 5th-grade electrician were carrying out work to replace support insulators in the transformer substation room. The electrician heard a loud bang and, running out of the room onto the second-floor landing, saw the injured person lying on the floor, who died at the scene. Cause – electric shock.

13.05.2024, Brest, territory of the gardening cooperative "Kolosok-80". The driver of a concrete mixer truck of LLC "MixTransGroup" delivered concrete to a garden plot. After unloading the mixture from the concrete mixer, while folding the boom of the concrete mixer truck, the driver touched the boom to a 10-kilovolt overhead power line. As a result, he was fatally injured by electric shock.

15.05.2024, Brest region, Ivacevichi, OJSC "IvacevichiDrev". At a transformer substation, during scheduled work, an electrical fitter came into contact with live voltage. The work was carried out without the full implementation of technical and organizational measures. The victim is in the intensive care unit of the Central District Hospital.

03.05.2024, Minsk, territory of LLC "Green Retail". A loader, while manually loading cardboard packaging into a press container. When connecting the plug and socket of the plug connection, he received an electrical injury of degree II severity.

to the need to comply with the following requirements for ensuring the safety of life and health of people:

mandatory compliance by the subordinate electrical personnel of your organization with the organizational and technical measures ensuring the safe execution of work in electrical installations (TKhP 427-2022 "Electrical Installations. Safety Regulations for Operation");

provision of workers servicing electrical installations with all necessary protective equipment, as well as training in the rules for their application and use for safety during work (TKhP 290-2023 "Protective Equipment Used in Electrical Installations. Rules for Application and Testing").

STATE POWER ENGINEERING INSPECTORATE REMINDS that in accordance with the requirements of TКП 181-2009 "Rules for the technical operation of consumer electrical installations", a person responsible for electrical facilities must be appointed by an administrative document to perform the duties of organizing the operation of electrical installations at the Consumer's premises. It is the Consumers' management that bears responsibility for creating conditions that ensure the safe operation of electrical installations. Responsibility for non-compliance with these requirements of TКП 181-2009 "Rules for the technical operation of consumer electrical installations" is provided for by Article 21.8 of the Special Part of the Code of the Republic of Belarus on Administrative Offenses.

IT IS RECOMMENDED:

  1. To eliminate formalism in conducting all types of briefings, assigning (confirming) electrical safety groups. When assigning (confirming) electrical safety groups, pay special attention to the personnel's knowledge of organizational and technical measures for the safe execution of work in electrical installations, the procedure for admitting third-party organizations to work in live electrical installations and in the protection zone of power lines, the necessary norms for equipping with protective devices, the rules for their use and testing frequency, measures for freeing a victim from electric shock and providing first aid to victims.
  2. To carry out constant work to inform the organization's personnel about the dangers of electric current, the consequences of unauthorized access to electrical installations, and the dangers of fishing near power lines.
  3. To recommend that technical managers exercise constant control over the conduct of all types of briefings, questioning the briefed personnel on issues that were covered in the briefing.
  4. To promote the use of RCDs in consumer electrical installations.
  5. When inspecting electrical installations, pay special attention to the presence and serviceability of locking devices that prevent access to electrical switchgear and unauthorized entry into power facilities by non-electrical personnel and outsiders.
