Obtaining a certificate of training for a driver of a motor vehicle for the carriage of dangerous goods
Professional driver training is the key to ensuring the safety and efficiency of road freight transport.
In accordance with clause 223 of the Rules for ensuring the safety of the carriage of dangerous goods by road transport in the Republic of Belarus, drivers of motor vehicles carrying dangerous goods by road transport must undergo training in the manner established by the Resolution of the Council of Ministers of the Republic of Belarus "On training and retraining of workers engaged in the carriage of dangerous goods" dated May 17, 2021, No. 37, and must carry a certificate of training for a motor vehicle driver for the carriage of dangerous goods (hereinafter referred to as the Certificate) when carrying dangerous goods, issued by Gospromnadzor.
After completing training at an educational organization and successfully passing knowledge assessment at the educational organization, the following documents must be submitted to the Gospromnadzor commission for examination:
1. For individuals:
- Passport;
- Knowledge assessment report of the established form from the educational organization;
- Application of the established form for taking the exam;
- Application of the established form for obtaining a certificate;
- 3x4 color photograph, without a corner;
- Payment for taking the exam (basic program, and if necessary, for a special course on the carriage of dangerous goods in tanks, classes 1 and 7);
- Payment for obtaining the certificate.
2. For employees of business entities:
- Passport;
- Knowledge assessment report of the established form from the educational organization;
- Application of the established form for taking the exam from the business entity;
- Application of the established form for obtaining a certificate from the business entity;
- 3x4 color photograph, without a corner;
- Payment for taking the exam (basic program, and if necessary, for a special course on the carriage of dangerous goods in tanks, classes 1 and 7);
- Acts of completed work for taking the exam(s) and obtaining the certificate, signed by the head of the business entity and certified by a seal, in 2 copies.
It should be recalled that in accordance with the Resolution of the Council of Ministers of the Republic of Belarus of July 2, 2021 No. 376 "On issues of transportation of dangerous goods and industrial safety":
- clause 12. - a person engaged in the transportation of dangerous goods, who has not passed the exam on the first attempt, may, within six months from the date of completion of training or retraining, retake the exam in the examination commission, but no more than three times, by sending the relevant information about retaking the exam to the examination commission;
- clause 13. - in case of failure to pass the exam or failure to appear for the exam within six months from the date of completion of training or retraining in a training organization, a person engaged in the transportation of dangerous goods must undergo training or retraining in a training organization.

In the Vitebsk regional department of Gospromnadzor, the exam is conducted in the form of testing using computer equipment and software weekly from Monday to Friday (by prior appointment), at the following addresses:

Novopolotsk, Parkovaya St. 20, tel. 8 0214 52 27 96.
The exam is considered passed if the examinee has correctly answered at least 80 percent of the questions asked.
Certificates are issued in person to those who have passed the exam upon presentation of a passport or other identity document, or to an authorized person by power of attorney.
