Notice of Open Auction for the Sale of Vacant Residential Houses in the Miory District

Lot No. 1. Vacant residential house: unregistered capital construction, area 52 sq.m. at the address: Vitebsk region, Miory district, Yazno rural council, agrotown Yazno, Yubileynaya street, building 69, purpose – single-family residential building, name – residential house (wear-40%), components and accessories: plank veranda (wear-40%), log bathhouse (wear-35%), cellar entrance (wear - 35%), cellar (wear - 40%), log shed (wear - 55%), two log sheds (wear - 50%), well (wear - 40%). Residential house characteristics: one-story, built in 1954, rubble foundation, log walls, wooden partitions and ceilings, plank floors, wooden window frames, asbestos-cement sheet roofing. Utility systems: heating – stove, electricity supply. The capital construction and land plot are not registered in the real estate register.

Starting price: 4200.00 Belarusian rubles. Deposit: 420.00 Belarusian rubles.

Date, time, and place of the auction: 20.12.2023 at 12:00 PM at the address: Vitebsk, Gogol Passage, building 5, in KKP "Vitebsk Regional Marketing Center". Deposit payment and document submission period: from 8:30 AM on 16.11.2023 to 5:30 PM on 19.12.2023. Applications for participation in the auction and attached documents are accepted on business days from 8:30 AM to 5:30 PM at the address: Vitebsk, Gogol Passage, building 5, in KKP "Vitebsk Regional Marketing Center". The deposit is to be transferred to account No.: BY27 AKVV 3642 3210 0001 8210 0000 JSC "ASB "Belarusbank", BIK AKVVBY2X, UNP 300071397, operation code 40901. Beneficiary: Miory District Executive Committee.

Conditions for the auction winner or the sole participant of a failed auction, who has agreed to purchase the lot at the starting price increased by 5%, are obliged to:

- Within 10 working days from the date of approval of the auction results protocol or after the auction is declared failed:

make payment for the auction item (part of the payment in case of providing a written application for deferred payment) by transferring funds to the settlement account No. BY94 AKBB36003210000000000000 at JSC ASB "Belarusbank" BIC AKBBBY2X, UNP 300594330 payment code 04805. Payer: Main Department of the Ministry of Finance of the Republic of Belarus for the Vitebsk Region;

reimburse the costs of organizing and conducting the auction, including expenses related to the market value appraisal of the auction item, the preparation and provision of documentation necessary for its conduct to the auction participants;

apply to the Miory District Executive Committee (hereinafter referred to as the District Executive Committee) with an application for the provision of a land plot on which the sold single-family residential building is located;

- No later than 10 working days after the auction winner or the sole participant of the failed auction has taken the above actions, apply to the District Executive Committee to conclude a purchase and sale agreement for the auction item.

- Within two months after the District Executive Committee's decision on the provision of a land plot is made, apply for state registration of the land plot and the auction item at the Miory Bureau of the Polotsk Branch of RUE "Vitebsk Agency for State Registration and Cadastre", and in case of provision of a land plot under a lease agreement – also conclude a land lease agreement and apply for its state registration at the Miory Bureau of the Polotsk Branch of RUE "Vitebsk Agency for State Registration and Cadastre".

The auction is held in accordance with Decree of the President of the Republic of Belarus No. 116 of March 24, 2021 "On the alienation of residential houses in rural areas and the improvement of work with vacant houses" and the "Regulations on the procedure for selling vacant residential houses without auctions, and the organization and conduct of auctions for their sale", approved by Resolution of the Council of Ministers of the Republic of Belarus No. 547 of September 23, 2021. Invited to participate in the auction are: citizens of the Republic of Belarus, foreign citizens, stateless persons (hereinafter referred to as citizens), individual entrepreneurs and legal entities, consolidated participants (two or more citizens, individual entrepreneurs, legal entities) who, personally or through their representative, submit an application for participation in the auction to the commission within the period specified in the notice, provide a document confirming the deposit payment to the current (settlement) bank account specified in the notice, with a bank stamp, and also conclude an agreement on the rights, obligations and responsibilities of the parties in the process of preparing and conducting the auction for the sale of vacant residential houses. Provided by: a citizen - a copy of the identity document, without notarization; an individual entrepreneur - a copy of the certificate of state registration of an individual entrepreneur, without notarization; a representative of a citizen or individual entrepreneur - a power of attorney; a representative or authorized official of a legal entity of the Republic of Belarus - a power of attorney issued by the legal entity, or a document confirming the authority of an official, copies of documents confirming the state registration of the legal entity, without notarization, a document indicating the bank details of the legal entity; a representative or authorized official of a foreign legal entity - copies of constituent documents and an extract from the trade register of the country of origin (the extract must be issued no earlier than 12 months before the application submission) or other equivalent proof of legal status in accordance with the legislation of the country of origin with a translation into Belarusian or Russian (the authenticity of the translation or the original

translator's signature must be notarized or certified by a person authorized to perform notarial acts), a power of attorney or a document confirming the authority of an official, a document on financial solvency issued by the servicing bank or another credit and financial institution, with a translation into Belarusian or Russian (the authenticity of the translation or the signature of the translator must be notarized or certified by a person authorized to perform notarial acts). Documents drawn up outside the Republic of Belarus in accordance with the legislation of a foreign state must be legalized, unless otherwise provided by law. When submitting documents, the applicant (his representative) presents an identity document, and the head presents a document confirming his authority. Consolidated participants submit the original and a copy of the agreement on joint participation in the auction without notarization. The auction will be held if there are at least 2 participants for the auction item. The winner of the auction is the participant who offered the highest price. Costs for organizing and conducting the auction, including expenses related to the preparation of documentation necessary for its conduct, are transferred to the settlement account specified in the auction protocol. Information on the final amounts of costs for organizing and conducting the auction, including expenses related to the market value appraisal of the residential building, the preparation and provision of documentation necessary for its conduct to the auction participants, is communicated in writing to the participants before the start of the auction. In case of refusal or rejection by the winner of the auction or the sole participant of a failed auction to pay for the auction item, reimburse the costs of organizing and conducting the auction, including expenses related to the market value appraisal of the vacant residential building, the preparation and provision of documentation necessary for its conduct to the auction participants, failure to conclude a purchase and sale agreement, failure to conclude a land lease agreement, the deposit paid is not refundable.
